OICC Florence Holds Disestablishment Ceremony at Camp Lejeune

CAMP LEJEUNE, N.C. – The Officer in Charge of Construction (OICC) Florence held a disestablishment ceremony July 24 at Marston Pavilion aboard Marine Corps Base Camp Lejeune, marking the official conclusion of the unit’s mission and its disestablishment from the U.S. Navy.

Leaders, employees, family members, and guests from the Camp Lejeune community attended the event. Rear Adm. Jorge Cuadros, commander of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, served as the presiding officer.

“This ceremony is a celebration of your achievements and a recognition that you completed your mission to enable Marine Corps force generation through the delivery of world-class facilities and shore infrastructure,” Cuadros said.

OICC Florence was established in 2020 by NAVFAC Atlantic to oversee the ex*****on of a $3.6 billion program to repair and replace mission-critical infrastructure damaged by Hurricane Florence in 2018. Over a five-year period, the team managed design, acquisition, and construction for recovery and military construction (MILCON) projects, including key facilities supporting the Marine Corps’ F-35 Joint Strike Fighter program across North Carolina installations.

Working in partnership with Marine Corps Installations East (MCIEAST) and multiple contracting entities, OICC Florence completed 93 percent of awarded projects—setting a benchmark for post-disaster military recovery. The program included repairs to more than 100 buildings and roofs, construction of two new railroad trestles, and a single-leaf bascule bridge providing access to the Onslow Beach training area.

All new facilities were designed with resiliency in mind, incorporating modern engineering to withstand future severe weather events.

“What Capt. Jayne and his team accomplished at Camp Lejeune has been nothing short of historic,” said Brig. Gen. Ralph J. Rizzo Jr., commanding general of Marine Corps Installations East – Marine Corps Base Camp Lejeune. “This has been the largest transformation of the base since it was first built, with over $3.6 billion in military construction and restoration.

In the aftermath of Hurricane Florence, the men and women of OICC Florence helped us turn devastation into opportunity. But it wasn’t just about rebuilding—it was about building smarter, with purpose. They understood what our Marines and Sailors truly needed and designed these structures with that goal in mind—creating resilient, modern facilities built to support our installations as power projection platforms and withstand whatever weather impacts may come next. It’s been a once-in-a-generation effort, and we’re deeply grateful for their vision, commitment, and lasting impact.”

Remaining OICC Florence personnel will transition to new assignments, with many continuing to support ongoing projects at Camp Lejeune under NAVFAC Mid-Atlantic.

Capt. David Jayne, commanding officer of OICC Florence, retired during the ceremony following 29 years of active-duty service in the U.S. Navy.

, SW1 Nate Cochrane! 🇺🇸⚓️

During OICC Florence’s final all hands last week, Capt. David Jayne recognized our outstanding team for their accomplishments during their assignments with the unit:

SW1 Nate Cochrane was awarded the Navy and Marine Corps Achievement Medal for his performance as the lead engineering technician for Hurricane Florence Recovery Program, Package 2. According to the award citation, Cochrane was with OICC Florence from May 2023 to August 2025 and “led 20 personnel in the ex*****on of four military construction projects and two facility sustainment projects valued at $61M.” Additionally, Cochran was the leading petty officer for OICC Florence and was responsible for planning and coordinating Quality of Life initiatives and events for the unit.

Cochrane will depart OICC Florence for his next duty assignments in August.

What a dynamic team! 👏🏻

Last week, during OICC Florence’s last all hands, Capt. David Jayne awarded Department of the Navy Civilian Service Achievement Medals to the contracting team.

The team of contract specialists, led by Meghan Hislop were with the unit for the entire five-year term.

The team was responsible for managing and supporting billions of dollars of military contracts in support of the Hurricane Florence Recovery for the Marine Corps Base Camp Lejuene community.

Congratulations, Meghan Hislop, contracting division director for OICC Florence, on your recognition of twenty-five years of service in the Federal Government.

As OICC Florence prepares for the disestablishment this week, we will end the week recognizing our amazing team and all their accomplishments on our social media pages.

Employees met last week for the last all hands meeting where Capt. David Jayne and Cmdr. Brian Mack presented awards and formal farewells. Some of the team members were with the unit when it was established in 2020 and most will continue their service with Mid-Atlantic Naval Facilities Engineering Systems Command at either Camp Lejeune or Marine Corps Air Station Cherry Point.

Congratulations, Sarah Shugart! 👏🏻

Sarah was recently named OICC Florence’s’ Employee of the Quarter for 2nd Quarter, Fiscal Year 2025!

Sarah is a contract specialist, and the sole CS for Military Construction Recovery Package 5, which consists of seven replacement projects, valued at $200 million, damaged by Hurricane Florence in 2018.

In addition to her normal duties, Sarah is also part of the Navy Facilities Engineering Systems Command New Professionals Program, a developmental and leadership program designed to enhance the professional knowledge and capabilities of personnel
Recruited for employment with NAVFAC.

Sarah is known by her peers and leaders for her “positive attitude and sharp attention to detail,” and “a demonstrated steadfast commitment to supporting her team and overall mission.” The nomination excerpt also states, that “Her unwavering dedication, strong work ethic, and eagerness to take on new challenges make her highly deserving of this recognition. Her contributions have had a profound impact on the success of our projects, and her commitment to the team is truly commendable.”

Congratulations, SW1 Nathaniel Cochrane! 👏🏻

Cochrane recently received recognition for becoming/earning his qualification as a Navy Facilities Engineering Systems Command Qualified Engineering Technician.

In NAVFAC, engineering technicians play a vital role in the ex*****on of construction projects before and during the construction phase. They specialize in quality control and evaluate and assure the work of the construction contracting partners. This position requires specialized experience and training to interpret guidance and specifications required to monitor performance and contract compliance.

OICC Florence bids farewell to another amazing officer as the unit prepares to disestablish next month.

Lt. Cmdr. Allison Pontal served as the operations officer and resident officer in charge of construction for Naval Facilities Engineering Systems Command, Officer in Charge of Construction Florence from May 2022 to May 2025. Capt. David Jayne, commander for OICC Florence awarded the Department of Defense Meritorious Service Medal during the last unit all hands and Quality of Life event.

According to the nomination write-up, Pontal “lead a high-performance team of 70 personnel, executing a complex, technically diverse construction portfolio in direct support of the Hurricane Florence Recovery Program and Commandant of the Marine Corps Force Design 2030.” The portfolio, valued at $2.2 billion, included 92 repair projects, 31 military construction projects, vital to the infrastructure of Marine Corps Installations East and the mission of the Marine Expeditionary Units.

Lt. Cmdr. Pontal, we wish you fair winds and following seas and the best of luck in your future endeavors! Thank you for a job well done!

🛥️🌁Water view of the Onslow Beach Bridge - P1387 Project

The Onslow Beach Bridge serves as the single permanent transportation link between main base Camp Lejeune, the offshore Amphibious Assault Training Area, and Onslow Beach Resorts.

The project, which began in 2024 with construction partners Archer Western, introduces an innovative bascule bridge design which will enhance access for Marine Corps units and beach goers.

Once complete, the bridge replaces the existing bridge, built in the 1950s and will offer increased elevation to allow larger vessels passage under the bridge, increasing the Range Training and Management Division’s ability to coordinate training across the installation.

The bridge’s modern design includes a state-of-the-art bridge tenders’ house, and a coffered dam constructed with underwater precision by divers, showcasing engineering at its finest.
