Well deserved recognition at tonights council meeting in the form of a commendation presented to Sgt. Anthony Cancilla for his exemplary police work. His work with the Attorney General's Office and the Washington County District Attorneys Drug Task force has resulted in multiple drug arrests, raids on drug houses, and multiple illegal guns taken off the street. He and his partners have made a big impact on reducing crime in the borough.

OKTOBERFEST ROAD CLOSURES

Starting tomorrow Thursday 9/18 we will begin the road closures in town for the Oktoberfest this weekend. Here are some details:

1. East and West Pike Street will be closed between Greenside Ave. and N. Jefferson Ave. The municipal parking lots will also be closed.
2. On Friday night there is also a Canon McMillan High School football game with Mt. LEBANON. This is going to cause grid lock in town between 5 and 10 PM. adjust your travel routes accordingly
3. East and West College Street is the main detour route during the festival. However, if you are a local resident I would avoid this route. Past years have shown this route to be gridlocked with multiple fender benders. It will definitely be faster to take the long way around and drop down ridge Avenue or oak spring road.

Lately, as with all local municipalities we have seen a surge in the use of e-bikes throughout the borough. Many users are teens, and with all good things a few abusers are causing some very serious reckless events that have included, weaving in and out of traffic, popping wheelies on state roads, fleeing when requested to stop by a police officer, Mother F-ing
Public officials and private persons when requested to use caution, and causing hazards to motorists and unauthorized uses on private property.

Because of the numerous complaints it has caused us to crack down on enforcement throughout the borough where several teenagers are going to receive citations for their reckless use. Below, is just a quick guide on what is legal, and what is not under the Pennsylvania motor vehicle code.

Street Legal Electric Bike: The Pennsylvania Ebike Laws
In Pennsylvania, an electric bike is considered a “pedalcycle with electric assist” provided it meets certain criteria being:
The electric motor must be under 750 watts.
It can reach a maximum speed of 20 mph on a level surface when powered solely by the motor.
The ebike must weigh no more than 100 lbs and have operable pedals.

The operator must be 16
The operator must obey state traffic laws and local ordinances, as it would pertain to a bicycle
The ebike can not be operated on sidewalks in a business district.

Oh, and parents you might want to check out Chapter 35 of Title 75 (Motor Vehicle Code) where there is a special provision making you responsible for knowingly permitting a violation that reads,

3503. Responsibility of parent or guardian.

The parent of any child and the guardian of any ward shall not authorize or knowingly permit the child or ward to violate any of the provisions of this title relating to the operation of pedalcycles.

If your e-bike goes over 20 mph under motor power or has more than 750 watts, it’s not legal for public use under PA law.

Please, we understand that e bikes are certainly a lot of fun, but with all things there are responsibilities such as keeping yourself and others safe. So PARENTS take a few moments to review the laws and ordinances governing ebike operations with your child, and make sure you make the right purchase of a street legal ebike in Pa.

If you need police fire or medics in washington county.Call 724.229.4600 More than likely, you received a message from the emergency broadcast system.Either on your radio, tv or cell phones. Lately, throughout the Canonsburg Area a black bear has been sighted in some residential area within a 5 or 10 mile radius. Though alarming, this is normal behavior.

If you do encounter a black bear in your neighborhood, you should report the sighting to the Pennsylvania game commission at 1-833-PGC-WILD ( 1-833-742-9453 )

Here are some suggestions:

Black bears are roaming in various areas, including residential neighborhoods, as sightings and encounters are on the rise. This is often due to bears seeking food sources like garbage, bird feeders, and grills, particularly when natural food sources are scarce. While black bears are generally timid and avoid humans, it's important to be aware of their presence and take precautions to avoid conflicts.
Key points about roaming black bears:

Increased sightings:
More frequent sightings are reported due to increased human activity in bear habitats and the use of technology like doorbell cameras.

Food-driven behavior:
Bears are often drawn to human settlements by easily accessible food sources.

Timid nature:
Black bears are generally not aggressive and prefer to avoid humans, often retreating when they encounter people.

Safety precautions:
It's crucial to secure potential food sources like garbage, bird feeders, and grills to prevent attracting bears.

How to react:
If you encounter a bear, make your presence known by yelling, waving your arms, and slowly backing away. Never approach or corner a bear.
If you encounter a black bear:

Don't panic: Black bears are generally not aggressive and will likely retreat if given space.

Make noise: Yell, clap, or use an air horn to scare the bear away.

Back away slowly: Give the bear an escape route and avoid making sudden movements.

Secure food sources: If you're in an area with bears, make sure to store food properly and keep your surroundings clean.
