To the Citizens of Comal County,

It has been the honor of a lifetime to serve as your Constable for Precinct 4 since 2005. Over the past 20 years, I have strived to uphold the campaign promises I made when I first took office, maintaining a compassionate yet relentless approach to ensuring the safety and security of our community. Serving as your Constable has been more than a job—it has been my passion and my purpose.

Throughout my tenure, my focus has always been on protecting our community, the judges, and their staff, ensuring that my office fulfilled its constitutional and statutory responsibilities with integrity and dedication. Beyond that, giving back to the community through charity events and donations has been a source of great pride and fulfillment.

I am deeply grateful for all who stood beside me during this incredible journey. To the dedicated employees who worked tirelessly within the Precinct 4 Constable’s Office, I thank you for your unwavering support and shared commitment to our mission. To the Law Enforcement agencies throughout Comal County, your collaboration and support have been invaluable, and I am honored to have served alongside you.

To the County Judges and Commissioners who served during my tenure, and the many Comal County employees who have provided guidance and support over the years, I extend my heartfelt appreciation. Your partnership and trust enabled me to serve our community effectively and with purpose.

I want to express my sincere gratitude to the late Constable Ben Scroggins, whose friendship, support, and trust in me to carry forward his mission as Constable in Precinct 4 was a foundation of my success. His legacy inspired me to serve with passion and dedication every single day.

As I close this chapter and step into new opportunities, I reflect on what I have told so many over the years: “If you love what you’re doing, you will never work a day in your life.” I have truly loved what I was doing, and I leave this office with a heart full of gratitude and cherished memories.

A special thanks to my beautiful wife, Leslee, whose love and support made everything possible, to my parents, Norma and Al, who shaped me into the person I am today, and to the rest of my family for their sacrifices and encouragement. Your belief in me allowed me to live out my dream and serve this community with undeniable passion.

Though this door is closing, I look forward to the opportunities that lie ahead. My commitment to serving this community remains steadfast, and I am excited to see what doors open and the future holds where I can continue to serve.

Thank you, Comal County, for trusting me with this extraordinary responsibility. It has been my deepest privilege to serve you.

With gratitude and respect,
Shane Rapp

Conrad, a talented 2nd grader from New Braunfels Christian Academy, knocked his school project right out of the ballpark!
His project was a replica of the historic courthouse, with all the beautiful lights for the holidays. And guess what? The bell tower bell really rings! 🔔✨

👏👏A huge thank you to Conrad for bringing this amazing project to the commissioners court today. We were so impressed by your hard work and creativity, Conrad – keep up the awesome work!
