2027 CONSOLIDATED ELECTION – CANDIDATE INFORMATION
ATTENTION VILLAGE RESIDENTS
It's election time in Capron. Candidates may begin circulating nomination petitions on August 25, 2026. We have 2 Trustee positions up for election on 4/6/2027. You must be 18 years of age, a registered voter and a resident of Capron.
Candidates must collect a minimum of 4 signatures and a maximum of 54 signatures. Nomination paperwork and the 2027 Candidate’s Guide are available through the Illinois State Board of Elections at www.elections.il.gov.
We will accept candidate petitions: November 16–20 from 8am to 4:30pm and November 23rd 8am-4:30pm, 2026
The Consolidated Election will be held on April 6, 2027.

Reminder that this is the week to throw away your e-waste. I have added what can be placed out for pick-up and what can not. Please place these items next to your trash cans on garbage pick-up day Friday August 14th.

E Waste: Residents are limited to five (5) electronic items per household, plus one (1) TV or monitor. Acceptable items: Personal computers, mice, keyboards, any type of telephones, stereo, MP3 players, CD players, VCRs, cameras, video game counsel, fax machines and shredders. Most items found in a home theatre or home office.

Items not Accepted: Air conditioners, large household appliances, batteries, electric fixtures, fluorescent light bulbs, cd’s and video tapes.

My name is Steven Bank, I am the Village President in Capron, IL. Lately there have been some discussions and comments surrounding the idea of the village allowing Nonhighway Vehicles on our village streets. Here is why this hasn't happened. In Illinois there is a state statute 65ILCS 5/11-1426.1, Operation of non-highway vehicles on streets, roads and highways. It states: Except as otherwise provided in this section, it is unlawful for any
person to drive or operate a non-highway vehicle upon any street, highway or roadway in this state. Non-highways vehicles are defined as All-Terrain Vehicles, Golf Carts and recreational non-highway vehicles. Now the statute allows municipalities to adopt by
resolution or ordinance to authorize the operation of non-highway vehicles on roadways under its jurisdiction. But there are requirements that must be met.
1 Operator must be 16 yrs of age with a valid drivers' license
2 Vehicle must be insured just like a car, truck, motorcycle
3 Cannot be operated on any road with a speed limit of 35 mph or higher
4 Must be equipped as follows:
Brakes
Steering apparatus
Tires
Rearview mirror
Red reflectorized warning devices, front and rear
Slow moving vehicle emblem on the rear
Headlight that can be seen from 500 ft.
Taillight that can be seen from 100ft
Turn signals
Lights on at all times
All such vehicles must be registered with the municipality
Since all such vehicles must be registered with the village, the village is responsible for
ensuring these vehicles meet all the above-mentioned requirements. Also, since this
action is approved by village ordinance, the village is responsible for its enforcement and
may be liable for any accidents or injuries caused by vehicles of this type that are operated
on our roads that are not registered or meet the above requirements. Since we do not have
a police department, we cannot enforce theses requirements satisfactorily and because
this is a village ordinance the Sherriff is not responsible for its enforcement. There have
been a number of ATV accidents in the news lately that have resulted in serious injuries and death. The fact that we currently have residents in the village that do not obey speed limits that are clearly posted and others that use non-highway vehicles on our streets in violation
of state law, if we were to enact such an ordinance chances are it would be ignored by
these individuals as state law is now. That is a real concern for the safety and economic health of the village.

The Village of Capron has placed a question on the August water bill. The question is- If you wish to vote please pick a name for the new playground. The names to choose from are Water Tower Park or Capron Memorial Park. You can circle the one you want and return it with your water payment or you can always email or call the Village Hall.
