NOTICE OF OPPORTUNITY TO SUBMIT A STATEMENT OF INTEREST
WARD 1 CITY COUNCIL VACANCY

The City of Carlisle is accepting statements of interest from qualified residents of Ward 1 who wish to be considered by the Carlisle City Council for appointment to fill the unexpired term of the vacant Ward 1 City Council position.

The appointment is for the remainder of the current term. The City Council will consider qualified interested residents and make any appointment by public action at a duly called City Council meeting.

Per Arkansas Code Annotated § 14-43-411 — Council Member Vacancy in Mayor-Council Form of Government states that:
For a city of the first class with a mayor-council form of government, a vacancy in the office of council member is filled by the City Council. For a city with a population of less than 20,000, the Council is to fill the vacancy at the first regular meeting after the vacancy occurs.


ELIGIBILITY

To be considered, an interested person must:

• Be a qualified elector of the City of Carlisle;
• Reside in Ward 1; and
• Have resided in Ward 1 at the time the vacancy occurred.

HOW TO SUBMIT

Interested qualified Ward 1 residents may submit the completed statement below, or a written statement containing the same information, to:

Submission deadline: Tuesday, August 18, 6:00 PM at the City Council Room

Applicants may be asked to verify eligibility and residency information before the City Council considers the appointment.

The City of Carlisle will provide interested qualified applicants a fair and equal opportunity to be considered. The City Council may receive statements and comments from interested candidates at a public meeting. Any final appointment will be made by the City Council in an open public meeting.

Reminder !!
The City of Carlisle is applying to the Arkansas Department of Parks, Heritage and Tourism for a FUN Park Grant. We would like to invite residents to attend a public meeting on Thursday, August 13, 2026, 6pm at the Carlisle Civic Center. We hope you'll come provide comments to help identify potential outdoor park and recreational needs and priorities for City of Carlisle 2026-2027.
Attached are examples of the projects being considered.
In option A, the current equipment at the Carlisle City Park would be removed and replaced with new play equipment (with exception of the merry go round).
In option B, a new play area designed for smaller children would be added to the east of Rock Island Park. To honor the railroad history of the Rock Island Railroad, we may also include a train themed play piece. If you are unable to attend the meeting, but would like to offer feedback, you can email [email protected].
