INFORMATION RELEASED ON BEHALF OF THE HAMILTON COUNTY METRO ICAC TASK FORCE:
On August 27, 2026, Ray Douglas Fields was arrested on eleven felony counts related to child s*x crimes, including Possession of Child S*x Abuse Material, a Level 4 Felony.

Fields, a resident of New Palestine, IN, was investigated by the Hamilton County Metro ICAC Task Force after receiving a CyberTip from the National Center for Missing and Exploited Children. The CyberTip, submitted by Microsoft, contained suspected Child S*x Abuse Material involving prepubescent children.

Detectives with the Hamilton County Metro ICAC Task Force served a search warrant on Fields’ residence where over 300 additional images and/or videos of Child S*x Abuse Material was located.

The task force is headquartered at the Fishers Police Department. The task force is comprised of detectives from the following agencies: Fishers Police Department, Carmel Police Department, Westfield Police Department - Indiana, Noblesville Police Department, Greenfield Police Department, City of Anderson Police Department, Indiana, Hamilton County Sheriff's Office Indiana, Madison County Sheriff, and Homeland Security Investigations. The task force focuses on internet crimes against children and investigates child exploitation cases in Hamilton, Hancock, Madison, and Tipton counties.

Fields is being held at the Hancock County Jail. A charge is merely an accusation, and the arrested person(s) is presumed innocent until proven guilty.

A great week of leadership growth wrapped up in Carmel, Indiana, as the FBI-LEEDA Command Leadership Institute brought together participants from Indiana and Illinois. This class dug into the real challenges of command-level leadership, sharpening decision-making skills that leaders will carry back to their agencies.

Thank you to the Carmel Police Department and Chief Drake Sterling for being such a great host, and a special shoutout to Sergeant Cody Barlow for creating a fabulous class environment throughout the week. Instructors Kim Edmondson and Jennifer Harris led the group through an engaging and valuable program.

Evelyn has been sharing her special day with us since she was 4 years old, and today we had the privilege of celebrating birthday number 9 with her.

The Carmel Police Department is proud to launch our new Blue Envelope Program, designed to help make traffic stops and other law enforcement interactions more comfortable and effective for individuals with communication challenges.

The Blue Envelope provides a place to store important documents, while also giving officers helpful information that may improve communication during an encounter.

Participation is completely voluntary!

Following the recent flooding, many homeowners may be looking for cleanup and repair services. Unfortunately, scammers can take advantage of people who are trying to get their homes back to normal.

🚩 Red Flags to Watch For:
• Unsolicited door-to-door offers
• Pressure to sign a contract or make a decision immediately
• Guarantees that FEMA or insurance will cover the entire cost
• Requests for large upfront payments or cash only
• Offers to waive or pay your insurance deductible
• Contractors who won’t provide a detailed written estimate or contract

🛡️ Protect Yourself:
Take time to research the company, get multiple estimates, verify credentials and insurance, and make sure all work and costs are clearly outlined in writing before signing.
