At 1215 hrs on January 6, 2026, the Putnam County Hazmat Team was called to assist the Kent Fire Department with an overturned truck with fuel leak. The Hazmat Team responded with BOES 10 pulling Spill Trailer 1 and 4 team members. The team conducted spill containment and an assessment of the leak and determined that the tank was no longer leaking. The Hazmat Team was returned to service at 1330 hrs. 2025 Hazmat Team Recap:

14 Responses broken down as follows: 9 Departments assisted, 2 Out of County requests, most requests goes to Lake Carmel FD with 4, furthest response was to Elmsford FD to assist Westchester County Hazmat Team.

We had members attend training events as far as Suffolk County (LI) and Corning. Training was conducted with multiple Putnam County fire departments and with our partners in Westchester and Dutchess counties along with NY State OFPC.

The team welcomed multiple new members and welcomed back others.

2025 was a great year for the team with unprecedented growth and call volume. We look forward to serving, training and growing further in 2026.

At 2242 hrs on January 1, 2026, the Putnam County Hazmat Team was called to assist with an active propane leak on a frigid night. Brewster units responded and found a liquid propane leak from a transfer station hose. Brewster units did a great job and turned off the safety valves and applied a freeze patch (wet rags that will freeze upon contact with liquid propane) and exited the IDLH and awaited the hazmat team arrival. The Hazmat Team responded with 7 team members and conducted air monitoring, and an assessment of the leak and determined that the actions taken by Brewster FD successfully mitigated the situation and that there were no other hazards present. Units were back in service at 0048 hours. also operated on scene.

County Executive Kevin Byrne is proud to announce the appointment of James “Jim” Oster as the new Commissioner of Bureau of Emergency Services (BES).

A lifelong Kent resident, Oster brings more than 20 years of public safety leadership experience to the role. Rising through the ranks of the Kent Police Department, from Patrol Officer to Sergeant to Lieutenant, Oster served as the department’s executive officer and second-in-command. He oversaw the detective division, managed state grant funding, implemented departmental policies, and developed training and operational standards.

He also served as Assistant Commander and a founding team leader of the Putnam County Emergency Response Team, directing some of the county’s highest-risk tactical operations. In addition to his law enforcement career, Oster began his service as an EMT with the Kent Volunteer Fire Department, where he would go on to serve as Lieutenant. He has held leadership roles with the Putnam County Traffic Safety Board, Knights of Columbus, Fraternal Order of Police, and multiple youth sports programs.

Byrne called Oster “a proven leader with an unwavering commitment to public safety.” The County Executive added that he “will help keep Putnam County one of the safest places to live in the country.”

Oster will oversee countywide emergency response coordination, training, communications, and support for Putnam’s all-volunteer fire departments, EMS agencies, and public safety partners. His leadership of the Bureau will be complemented by a myriad of other seasoned emergency service professionals, including Deputy Commissioner Ralph Falloon, Director of Emergency Management Chris Shields, and EMS Director Bob Cuomo.

Oster will begin his service on December 1, 2025. Please join us in welcoming him to our team.

🚒 Committed to Safety and Preparedness!

This week, Acting Putnam County Bureau of Emergency Services Commissioner Ralph Falloon is attending the New York State Regional Fire Administrators Conference at the NYS Fire Academy in Montour Falls.

Acting Commissioner Falloon is engaging with leaders across the state to discuss the latest best practices, regional coordination, and emergency service strategies to ensure Putnam County remains safe and well-prepared.

We look forward to seeing the knowledge gained put into action!

On Saturday October 25, 2025, the Putnam County, Westchester County, and Dutchess County Hazmat Teams held a Tri-County training. We had the pleasure of hosting Brian Ramsey from Emergency Response Training Group LLC who taught his “Chemical and Physical Properties“ class. A great time was had by all. Special thanks to the Putnam County Bureau of Emergency Services for making this class happen.
