Carroll County Receives Auditor of State Award for Excellence in Financial Reporting

Staci Brady, Carroll County Auditor, is pleased to announce that Carroll County has been awarded the Auditor of State Award for Fiscal Year 2025 for excellence in financial reporting and compliance. The Auditor’s Office was presented the award by Dawn Baker, Ohio Auditor of State East Region Liaison.

The award states: “This award is presented for excellence in financial reporting in accordance with Generally Accepted Accounting Principles (GAAP) and compliance with applicable laws for the fiscal year ended 2025. The citizens you represent are well-served by your effective and accountable financial practices.”

“This award represents the hard work of county leaders and their staff who make every effort each day to maintain high standards of accounting excellence,” Brady said. “Earning this recognition is the result of work that takes place throughout the year, long before the annual audit begins.”

“I would like to especially recognize Jennifer Phillips and Christine Timmerman for all of the time, effort and attention to detail they put into this process,” Brady said. “I also want to recognize the rest of my staff, who work every day to ensure our conveyances, pay-ins and real estate records are accurate and up to date. All of that work is an important part of maintaining the accurate and reliable records that support the county’s financial reporting. I am extremely proud of my entire team and the care they put into their work every day.”

Brady also credited Carroll County’s department heads and elected officials for their cooperation and commitment to maintaining accurate financial information within their respective offices.

The Auditor’s Office serves as the county’s chief fiscal office and is responsible for maintaining the county’s financial records, monitoring revenues and expenditures, processing payments and payroll, overseeing budgets and preparing the financial information necessary for the county’s annual financial reporting.

“This award is a wonderful recognition of the hard work that happens behind the scenes to keep Carroll County financially accountable,” Brady said. “We are proud of the work our office does to be good stewards of the public funds entrusted to us.”

Copies of Carroll County’s Annual Comprehensive Financial Reports (ACFRs) are available on the Carroll County Auditor’s website under the “Finance” tab. Reports are also available through the Ohio Auditor of State website under the “Audits” section.

🏠 OHIO HOMESTEAD EXEMPTION 🏠

The Ohio Homestead Exemption is a property tax relief program that helps eligible homeowners reduce the taxable value of their primary residence. Qualified seniors and permanently disabled homeowners may exempt the first $29,000 of their home’s appraised value, while qualified disabled veterans and certain surviving spouses may receive an enhanced exemption of $58,000.

⚠️ Important: The $29,000 or $58,000 is a reduction in the property's appraised value, not a dollar-for-dollar reduction in your property tax bill.

💰 2026 Income Limit
The household income limit for applicants is $41,000.

👤 Who May Qualify?
You may qualify if you are:
• At least 65, or turn 65, during the year for which the exemption is sought, a permanently and totally disabled homeowner, a qualifying disabled veteran, or a qualifying surviving spouse
• Own and occupy the property as a primary residence
• Income meets the 2026 limit, based on 2025 income
• Submit the application before December 31st

🏡 How Does It Work?
The Homestead Exemption reduces the appraised value used to calculate your property taxes. For example, if your home has an auditor-appraised value of $100,000 and you qualify for the standard $29,000 exemption, the value used for the exemption calculation would be reduced to $71,000.

📋 How to Apply
Applications are available on our website or by contacting our office.

If you have questions about whether you may qualify, contact the Carroll County Auditor’s Office. We’re happy to help!

🏠 HB 479 – NEW PROPERTY TAX RELIEF FOR HOMESTEAD RECIPIENTS 🏠

House Bill 479 becomes effective September 23, 2026. HB 479 authorizes a fixed-amount, one-year property tax reduction for qualifying Homestead Exemption recipients. The State of Ohio will reimburse local governments for the revenue lost from this reduction using a portion of the state’s surplus General Revenue Fund (GRF) revenue.

💰 What does this mean for you?
If you qualify for the Ohio Homestead Exemption for Tax Year 2026, you will also receive this one-time property tax reduction. The reduction will appear on property tax bills payable in 2027.

The exact amount of the reduction will be determined by the Ohio Department of Taxation. Lawmakers estimate the credit could reduce each eligible homeowner’s 2026 property tax bill by approximately $450–$475, but the final amount has not yet been determined.

📌 A few important things to remember:
• The one-time reduction applies to qualifying homesteads receiving the Ohio Homestead Exemption for Tax Year 2026. For qualifying manufactured and mobile homes, the reduction will apply to Tax Year 2027.
• You do not need to apply separately for this one-time reduction if you already qualify for the Ohio Homestead Exemption.
• The one-time reduction is separate from and in addition to the regular Ohio Homestead Exemption and the additional local homestead credit approved by the Carroll County Commissioners.

We know property tax changes can be confusing, and we're working to provide information as additional details become available.

📢 We'll share more information as the State of Ohio and the Ohio Department of Taxation provide additional guidance and the final amount of the reduction is determined.
