One of the oldest governmental research and advocacy associations, not only in Nevada but also in the United States. Established in 1922, NTA is a state

wide, non-profit (501C-4), non-partisan Nevada Corporation and is membership supported. Membership is comprised of large and small businesses, individuals, other associations and governmental entities. Our Goals
To develop and promote:

•sound fiscal policies that aid in the economic well-being of Nevadans;
•a user friendly environment for Nevadans;
•efficiency, accountability and fiscal responsibility by Nevada state and local governments. Organization
The Directors of the Association play a crucial role in directing the organization's work and the establishment of fiscal policies. These policies are developed and periodically reviewed by the Board with the intent of working towards their implementation in a timely and feasible manner. Representing diversed affiliations and geographical areas, members of both the Association Board and Policy Advisory Committee provide for uniquely qualified teams to direct staff on issues that matter. Nevada Taxpayers Association Announces
Appointment of Yolanda King as President
NEVADA – January 24, 2024 – The Nevada Taxpayers Association (NTA), a nonpartisan,
nonprofit organization founded in 1922, has announced a leadership change with the appointment
of Yolanda King as President, following the retirement of Cindy Creighton.
“We are excited to welcome Yolanda King as the next President of the Nevada Taxpayers
Association,” said NTA Board Chairman Joshua Hicks. “The NTA is committed to sound tax and
budget policy and we are excited about the leadership and expertise Ms. King brings to the NTA.
Ms. King’s broad experience gives her a unique insight into financial issues and governmental
administration and she is well-regarded for her ability to work effectively with elected officials.”
Chairman Hicks thanked Ms. Creighton for her lasting contributions, “On behalf of the NTA, we
thank Cindy for her work as President of the NTA. She has ably administered the NTA and
handled matters including tracking and review of complex tax legislation, running our meetings,
and revising our signature publications. As she retires, we offer congratulations, our thanks, and
our best wishes. Cindy has been an effective and thoughtful leader of the NTA and I’m confident
the NTA is in a great place to grow through her efforts.”
Outgoing President Creighton thanked the NTA Board and Members, “I have thoroughly enjoyed
my career as President, our members are generous with their knowledge and time, they know we
are doing important work advocating for sound fiscal policy. Yolanda’s broad knowledge of tax
policy and budgeting will surely benefit all Nevada taxpayers.”

King. “The NTA has a long tradition of advocating for government efficiency and taxpayer
fairness. I look forward to working with NTA membership, elected officials, state and local staff

Yolanda King has an extensive background in government administration and finance. She served
as the Clark County CEO/County Manager from 2016-2022, the Clark County Chief Financial
Officer from 2013-2016, and the Clark County Director of Budget and Financial Planning from
2006-2013. She received her undergraduate degree from UNLV and holds a Master of Business
Administration from the University of Phoenix. Ms. King is a board member of the Governor’s
Office of Economic Development, a trustee of the Desert Research Institute Foundation and a
trustee of Catholic Charities of Southern Nevada. Ms. King has previously served as the Treasurer
and Finance Committee Chair of the Las Vegas Global Economic Alliance, the Vice Chair and
Audit Committee Chair of the Nevada Public Employees’ Retirement System Board, the Chair of
the Regional Working Group to Address Homelessness, a member of the Budgeting and Fiscal
Policy Standing Committee and a member of the Advisory Committee Building Enterprise Fund.
The NTA has earned a reputation for thorough, credible, objective and comprehensive analysis
and advocacy focused on fiscal, regulatory, and tax policies. It serves as an important source of
information to its members, both in terms of historical research and for current events.

Our Place Women and Family Shelter,
Washoe County Human Services Agency,
on receiving the 2022 Cashman Good Government Award

NEVADA – March 30, 2022 – Our Place Women and Family Shelter, Washoe County Human Services
Agency, has been awarded the 2022 Cashman Good Government Award, presented annually by the Nevada
Taxpayers Association (NTA). The Award was presented by Tim Cashman during the 24th Annual
Cashman Good Government Award Presentation in Reno on March 30, 2022.
The Award was established in 1997 to recognize superior stewardship of taxpayer dollars by government
employees and/or agencies. Nominees can be any non-elected, full-time employee, team or department
that has gone beyond the normal scope of their job duties to achieve efficiency and savings in Nevada’s
state or local governments, including school districts and the Nevada System of Higher Education.
Washoe County saw its unsheltered population increase 180% between 2017 and 2019. Overcrowding and
mixed populations created many challenges and poor outcomes. Women and families were separated from
the men’s population. Hence the creation of Our Place Women and Family Shelter. Washoe County has
invested more than $16 million to rehab unused State buildings/land to better serve women and families
with Our Place. Facilities were opened in the summer of 2020. Onsite services include food, housing,
benefit specialists, mental health therapists, health care, daycare, and case management. The first full year
of operations resulted in 58 families successfully transitioning out of homelessness with zero recidivism.
For women, 133 successfully transitioned out of homelessness with only four returning. Our Place is a joint
venture between Washoe County and the State. It is helping end homelessness for hundreds of guests and
saving taxpayers millions of dollars.
Our Place Women and Family Shelter, Washoe County Human Services Agency, the winner of the 24
th
Annual Cashman Good Government Award, was selected from a group of five finalist entries which
included the City of Sparks Police Department HOPE Team, Elko County Manager Amanda Osborne, the
UNR/Great Basin College Winnemucca Building Project, and the Clark County Recorder’s Office
Information Technology Unit. Two notable entries, while not selected as finalists, were each recognized
with an Honorable Mention: Fernley City Treasurer Denise Lewis and the TRPA Tahoe Interagency
Executive Steering Committee of the Environmental Improvement Program. The finalists were determined
by a Selection Committee, chaired by Tim Cashman, after reviewing 18 nominees.
The NTA, a nonpartisan, nonprofit organization founded in 1922, has earned a reputation for thorough,
credible, objective and comprehensive analysis and advocacy focused on fiscal, regulatory, and tax policies.
It serves as an important source of information to its members, both in terms of historical research and for
current events.

Obituary of Carole Ann Vilardo
Carole Ann Vilardo, age 80, of Las Vegas, Nevada, passed away on Sunday, December 5, 2021. Carole was born March 11, 1941 in Bronx, New York to her parents Thomas Vilardo and Victoria (Golob) Vilardo. Carole was a long time resident of Nevada, and former President of the Nevada Taxpayers Association.

A visitation for Carole will be held Tuesday, December 14, 2021 from 3:00 PM to 7:00 PM. Funeral services will be Wednesday, December 15, 2021 from 11:00 AM to 12:00 PM, both at Palm Boulder Highway Mortuary, 800 South Boulder Highway, Henderson, NV 89015. Carole will be laid to rest at Palm Henderson Cemetery, 800 South Boulder Highway, Henderson, NV 89015.
