Carteret School Tax

The recent letter by my running companion and friend, Steve Pinchak, exposed Mayor Reiman, boro council, and the “old school boards“ bogus 5 year shared service agreement that stripped over $4,000,000 out of our school district into the municipal coffers. While outrageous and immoral, the shared service agreement is but one part of Team Reimans War on the Carteret school district. The Mayor and council, through tax agreements with corporations, builders, and developers, combined with Eminent Domain, have put together a systematic plan to deprive our schools of much needed tax revenue. Case in point. The hundreds of new apartments being constructed on Lower Roosevelt Ave, which will yield dozens of school age children, will produce no school taxes. Taxes are paid through an agreement with the boro and builder called “in lieu of taxes”, 15% of the gross income from the project is to be collected for property taxes, 10% to the Municipality, 5% to the county, 0% to the school district. Not hard to figure out who will paying for the additional kids entering our school system. Tax abatements for lower Roosevelt townhomes, Burger Express, and tax breaks for PC Richard. Properties taken by Eminent Domain that were producing school taxes now stand vacant yielding NO TAXES. Another strategy utilized by Team Reiman is the purchase/lease agreements. The Boro and Redevelopment Agency purchase properties that are paying municipal/county/and school taxes, and lease them out to corporate entities. Examples-RWJ Fitness Center, $35,000 lease payment to the Municipality-NO SCHOOL TAX - the new investor bank on Washington Ave. - $9,000 a month to the Boro - NO SCHOOL TAX . Team Reimans assault on our schools continue as the boro, under the guise of Eminent Domain, has purchased residential properties on Washington Ave and High St, kicking the homeowners to the street, the properties taken will soon produce NO SCHOOL TAXES. Past and present policies show a low level of importance the mayor and council have for our struggling school district. To paraphrase former President Bill Clinton “ It’s the schools stupid!”. Studies have shown a direct correlation between highly rated schools and property values ( Federal Reserve Bank of ST Louis May/June 2010 PP 185-204 ) stabilized taxes, and an increase in the town’s per capita income. $4,000.000 siphoned out of our school district, tax breaks for builders, developers, and corporate, and the continued abuse of Eminent Domain . Had enough? On November 5 vote Line A - Ken Freeman - Steve Pinchak for Boro Council. Let’s keep Team Reimans hand out of the cookie jar.

#1 Debbie Weaver, #3 Patti Golino #5 Diosmary Valenzuela, #7 Larry Aleksandrich for the Board of Education .

Team Reiman gives new meaning to Shared Services

Team Reiman is the tag given by Mayor Reiman to all of Carteret’s Council and School Board members whom Mayor Reiman supported in their elections and all those candidates Mayor Reiman supports to run for the Council or Board of Education. Prior to 2013 Team Reiman had control of the Board of Education. The entire Council has consisted of Team Reiman members for the past 11 years.

Starting in January 2008 and ending in 2012, when they lost control of the Board of Education all divisions of Team Reiman (Mayor, Council and School Board) entered into yearly Shared Services agreements where the only thing shared was an average of $750,000.00 a year going from the Carteret School Districts budget to the Borough of Carteret by various charges to the School District.

Here are some examples of these charges and Team Reiman’s new meaning to Shared Services:

· 5% of a claimed $350.000.00 years electric bill for the Carteret Library when in reality the average yearly electric usage is $25,000.00 and also charging 5% of Library Salaries, Water and Gasoline for a total of $62,979.90 (note: the library budget is broken out separately on our property taxes so as to fully fund the library).

· 25% of Capital Debt Services including Green Acres and Bond Notes for parks totaling $24,956,94.

· A total of $133,132.05 for use of sporting fields (note: youth athletic programs or individuals have the use of these same fields at no cost).

· 50% of soft cost Engineering/Planning for Green Acres Loan and for a new School totaling $125,000.00 (note: there are no new schools planned for).

· Crossing guards for a total of $392.560.00 (note: Pursuant to 40A:9-154.1 of NJ State statutes “school crossing guards are appointed by the municipality and are under the supervision of the Chief of Police…. Thus they are employees of the Borough and not the School District).

These are some glaring examples of Team Reiman’s definition of Shared Services. Taking almost Four Million dollars out of our School Budgets while our schools are struggling to climb out of the lower portion of the States school ratings is a travesty to our children and citizens. What kind of person especially elected official would think of doing something like this. One explanation may be people who have been in total control for years, believe they can do and or explain away anything.

Remember all of Team Reiman’s Council and School Board members approved these shared service agreements. If you have any concern for the future of Carteret it’s time to vote line A and elect Ken Freeman and Steve Pinchak to the Council on November 5th. We will give you the type of leadership you deserve.

Did you know that criminals have been robbing cell phones right out of the hands of our citizens while walking our streets? No you didn't because Team Reiman didn't see the need to let you know so you could avoid becoming a victim by following preventive advice from our Police. Good thing our Police Department took some aggressive action before someone got injured. If you elect Ken Freeman and Steve Pinchak to the Council they will work with our citizens and the Police to pass on information to you which will help you stay safe.

Something more than solid waste stinks at the Middlesex County Utilities Authority, alleges a waste-management consultant whose six-year suit against the agency has cost tax and rate payers more than $5.6 million in legal fees, according to MCUA records.

We are going to start detailing the bogus shared service agreements Team Reiman has been pushing on our school district and stripping an already failing district out of millions of dollars. Failing schools have a direct impact on the values of your homes and the quality of life in our Borough. Ken Freeman and Steve Pinchak will work with our school district for the mutual benefit of the Borough and District.

In speaking to people some believe that if you are a Democrat you can not vote for a Republican in any election. That is only the case for primary elections. For the November general elections you can vote for any candidate in any party. So for those Democrats who are not happy with Team Reiman you do have a choice. If you doubt this feel free to contact the County Clerks Office at 732-745-3827. Please pass this information on to your friends and family.

Many citizens are concerned and worried about crime in our neighborhoods. I would highly suggest you attend a Neighborhood Watch Program meeting. Our Police Department provides many pro-active things you can do to minimize the chance of you becoming a crime victim. Many are of no or little cost. All meetings are held at the Thomas J Deverin Community Center and start at 6:30pm on the following dates: Aug. 14, Sept. 18, Oct. 16, Nov. 13, Dec. 11. Ken Freeman and Steve Pinchak will make the fight against crime a priority and not just hope it will go away. Many people can not make these meetings so they are left in the dark. Kenny and Steve will work to ensure all citizens can be made aware of the lessons to be learned from our Police Department. In this day and age many criminals work together in gangs. We need the Police and Community to work together to send a message to criminals that Carteret is not their home.
