Valley County Sheriff's Office Takes Action Against Child Exploitation

Recently, the Valley County Sheriff's Office received a report of an individual suspected of accessing child po*******hy, also known as Child Sexual Exploitation Material (CSEM), via the internet in Donnelly.

Detectives promptly initiated an investigation, which led to the identification of a suspect residing in Melba, Idaho. The suspect, 41-year-old Thoren Spearow, was determined to be a registered s*x offender in Idaho stemming from a 2016 conviction for Lewd Conduct with a Minor Under Sixteen and Sexual Exploitation of a Child.

Valley County detectives coordinated an operation with the Idaho Department of Correction Parole & Probation unit to contact Spearow just outside Melba, in Canyon County. They collaborated with the Canyon County Sheriff's Office and the Idaho ICAC Task Force- Internet Crimes Against Children in Boise.

On January 15, 2026, Spearow was arrested for violating the terms of his probation and was booked into the Ada County Jail. Pursuant to a search warrant, electronic devices in his possession and at his residence were examined by digital forensic experts from the ICAC Task Force.

Based on the findings of that forensic examination, on March 6, 2026, the Idaho Attorney General's Office filed charges against Spearow consisting of five counts of Sexual Exploitation of a Child. Each count carries a maximum penalty of ten years imprisonment and a fine of up to $10,000.

Furthermore, Spearow is subject to Idaho's mandatory minimum sentencing provisions applicable in such cases, which require a minimum sentence of no less than fifteen years per count. These minimum terms must be served consecutively (in addition to) any other prison sentence imposed for the five charges.

Sheriff Copperi extends sincere appreciation to his detectives for their dedicated efforts, as well as to the partnering agencies—the Idaho Department of Corrections, Canyon County Sheriff's Office, and the ICAC Task Force—for their invaluable collaboration in holding this individual accountable for these heinous offenses.

We want to express the importance of being vigilant with your children and their access to the internet. Be active in their online presence! It's okay to say "no" and restrict their online activities.

Warm Lake Summit - Warm Lake to Landmark; will be closed beginning at 10:00 pm tonight, February 23rd, 2026.

Stibnite Road Yellow Pine to 5.6 Mile - will be closed beginning at 10:00 pm tonight, February 23rd, 2026 This closure is from MM 1 - MM13; assessment of work allowed above Sugar Creek will be made tomorrow morning (02/24/26).

Johnson Creek Road - OPEN

Please be advised that road closure signs will be moved soon, with a hard closure expected at 10:00 PM tonight, February 23rd; this closure will allow for the safe exit of mine assets before the roads close.

Avalanche forecasting will continue, and we will recommend reopening the roads as soon as conditions improve. See attached photos for further details.

COLD CASE SOLVED

In 2005, a female victim reported to the Valley County Sheriff's Office that she had been s*xually assaulted by an unidentified male. Deputies and detectives conducted a thorough investigation; however, the victim was unable to identify her assailant or provide a precise location of the incident. Biological evidence was collected from the victim, yielding a DNA profile of an unknown male suspect. Despite exhaustive efforts, limited leads were available, and the case ultimately became inactive.

In 2022, the Idaho State Police (ISP) received funding through a grant under the National Sexual Assault Kit Initiative (SAKI), administered by the Bureau of Justice Assistance. This initiative supports the application of advanced DNA technologies to analyze evidence from s*xual assault kits, thereby enhancing the potential to identify and hold perpetrators accountable.

A multidisciplinary team from the ISP SAKI Cold Case Unit reviewed the DNA profile associated with this case. Utilizing forensic investigative genetic genealogy, they developed actionable leads. A detective from the Valley County Sheriff's Office pursued these leads over the course of approximately one year, which included travel to other states to collect additional DNA samples and conduct interviews.

These investigative efforts identified a person of interest. Although the individual had passed away many years earlier, subsequent DNA testing of family members conclusively established—beyond a reasonable doubt—that he was the likely perpetrator.

Detectives notified the victim, who expressed profound gratitude for finally obtaining closure after more than two decades without answers.

Valley County Sheriff, Kevin Copperi extends his sincere appreciation to the Idaho State Police and the dedicated members of the ISP SAKI Cold Case Unit. Their expertise and collaboration were instrumental in resolving this long-standing case, which would otherwise have remained unsolved.

Deputies Injured After Semi-Truck Strikes Patrol Vehicle on Warm Lake Road

On February 19, 2026, at approximately 7:51 a.m., deputies with the Valley County Sheriff’s Office were dispatched to a report of a tree that had fallen across Warm Lake Road near Little Pearsol Road, blocking the southbound lane of travel.

Deputies arrived on scene at approximately 8:12 a.m. and positioned their patrol vehicle to block southbound traffic while employees from the Valley County Road Department worked to remove the tree from the roadway. *A loaded logging truck was traveling southbound on Warm Lake Rd due to icy road conditions was unable to stop and collided with the patrol vehicle while two deputies were inside. The trailer of the semi tipped over and landed on top of the patrol vehicle. (edited)*

Fortunately, both deputies were able to exit the vehicle through the passenger side. They sustained minor injuries and were transported to Cascade Medical Center for evaluation.

This incident is being investigated by the Idaho State Police, for more information please contact their dispatch.

Sheriff Copperi would like to remind motorists to slow down and use extreme caution when traveling on snow-covered or icy roadways. We are beyond grateful that this incident did not result in more serious injuries.

This morning, we responded to a four wheeler that took a plunge through the ice on Lake Cascade! ❄️💦 It’s a stark reminder to everyone out there: **always watch for areas of thin ice, heaves and open water spots**. Safety first!

The owner is working on its removal. The lake is shifting and changing with these abnormal winter conditions, be alert!
