Many citizens have indicated that they would like to see parks and would like a place where their dogs can be off leash and safe, well with One Cent funds this is now a possibility. Casper, Wyoming – On Wednesday, October 29th, the City of Casper will celebrate the opening of the new fenced-in Lake McKenzie Dog Park located at 1691 Bryan Stock Trail. The event will start at 3:30 p.m. with Councilwoman Kenyne Schlager cutting the ribbon for the park.

Why is the City Council looking at installing an Ice Floor at the Events Center?

There have been several questions concerning the project to construct a second sheet of ice at the Events Center. This project has been in the planning stage for several years. The first opportunity for funding came in 1998 as part of 1% #11 when the Citizen’s Committee recommended that $825,000 be allocated to the Leisure Services Advisory Board for the purpose of design and installation of a sheet of ice at the Casper Events Center. The funding was dependent on the private sector raising the balance of the cost of the project which would be determined after the design was completed. This proposal never went forward because the private funding was not raised. The design documents have formed the basis of the current proposal and are being updated by an engineering firm that specializes in Ice Floors. This project is supported by a $1 million donation from a private individual who supports the local youth hockey program. The second sheet of ice will provide additional ice time for the growing number of young people who want to participate in hockey. The Community of Casper has consistently invested in facilities which support youth sports including Casper Youth Baseball (The Field of Dreams), Casper Youth Soccer and Midget Football. The funding for this project which is estimated to cost $2,600,000 will be from one-time monies allocated by the State of Wyoming and the private donation.

What Is Consensus Funding?

The Legislature has provided one-time capital project funding through the State Loan and Investment Board for Counties and Municipalities as part of the Biannual Budget Appropriation for the last 10 years. This program is intended to allocate mineral royalties to local governments for the purpose of helping address the backlog of infrastructure improvements. The program is set up on a County-wide basis and requires that the jurisdictions within the County agree on the allocation of the funds which have been designated. Over the years the funds have been used to support major capital projects that benefit the entire County such as the construction of the Regional Balefill and the new County Court House. When all agreed to support a project, the total funds were made available. In 2014 Natrona County was allocated $8.4 million. The Mayors of Casper, Evansville, Mills, Bar Nunn, Midwest and Edgerton and the County Commissioners have agreed to allocate the funds in the following categories: New Conference Center Infrastructure $2.1 million; Natrona County facility maintenance and equipment $1.1 million; City of Casper Platte River Revival $1 million, Casper Recreation Center Renovation $1.4 million and Casper Events Center Scoreboard Replacement $1 million; Town of Evansville $400,000; Town of Mills $400,000; Town of Bar Nunn $500,000; Town of Midwest $225,000; Town of Edgerton $225,000.

The process in Natrona County has always been to allocate funds based on infrastructure needs and not just on population as is done in other Wyoming Counties. Projects which are selected by the Casper City Council are those which do not have any other identified funding and would not proceed without the one-time monies from the State. The projects are often ones which do not make the priority list for 1% funding but will provide important benefits to the residents of Casper and Natrona County.

How do 1% Facilities in Casper benefit other residents in Natrona County?

There is some confusion about why nonresidents of Casper should support the funding for facilities which are constructed in Casper. The most important consideration is that we do not have a Casper resident "discount" for any of our facilities. That means that anyone who lives in the area (or even in Glenrock or Douglas) has the same access to the 1% facilities in Casper as those who live here. The Aquatic Center, Recreation Center and Ice Arena are all used by families who reside in the area. The concerts, shows and activities at the Casper Events Center are open to anyone who wants to attend. The burden of maintaining and providing budgetary support for these facilities does fall back on Casper's General Fund. That makes support for the 1% Facilities Maintenance and Operating Saving Account so important. By creating a perpetual care line item in Casper's 1% process the City is able to accumulate funds in an account which is invested and provides interest earnings to help support the budget costs for the facilities which have been constructed by the Optional 1%.
