What Is Consensus Funding?
The Legislature has provided one-time capital project funding through the State Loan and Investment Board for Counties and Municipalities as part of the Biannual Budget Appropriation for the last 10 years. This program is intended to allocate mineral royalties to local governments for the purpose of helping address the backlog of infrastructure improvements. The program is set up on a County-wide basis and requires that the jurisdictions within the County agree on the allocation of the funds which have been designated. Over the years the funds have been used to support major capital projects that benefit the entire County such as the construction of the Regional Balefill and the new County Court House. When all agreed to support a project, the total funds were made available. In 2014 Natrona County was allocated $8.4 million. The Mayors of Casper, Evansville, Mills, Bar Nunn, Midwest and Edgerton and the County Commissioners have agreed to allocate the funds in the following categories: New Conference Center Infrastructure $2.1 million; Natrona County facility maintenance and equipment $1.1 million; City of Casper Platte River Revival $1 million, Casper Recreation Center Renovation $1.4 million and Casper Events Center Scoreboard Replacement $1 million; Town of Evansville $400,000; Town of Mills $400,000; Town of Bar Nunn $500,000; Town of Midwest $225,000; Town of Edgerton $225,000.
The process in Natrona County has always been to allocate funds based on infrastructure needs and not just on population as is done in other Wyoming Counties. Projects which are selected by the Casper City Council are those which do not have any other identified funding and would not proceed without the one-time monies from the State. The projects are often ones which do not make the priority list for 1% funding but will provide important benefits to the residents of Casper and Natrona County.
