Offender: Marlene Hutchins, Age 65 of Castleton VT

On August 21st, 2026, Marlene Hutchins was arrested in Castleton and cited to appear in Rutland Superior Court-Criminal Division on a later date to answer to the charge of disorderly conduct. On 8/21/2026 Castleton Police were dispatched to an apartment complex in Castleton for a reported citizen dispute. Through Police investigation revealed that Hutchins engaged in tumultuous/disorderly behavior in a public place. Hutchins was taken into custody and transported to the Marble Valley Correctional Facility and lodged on an outstanding arrest warrant and was cited to appear at a later date on today's charges of disorderly conduct.

Offender: Joshua Dionne, Age 35 of Castleton VT

On, August 19th, 2026 Joshua Dionne was arrested in Castleton and lodged at Marble Valley Correctional Facility on 2 counts of 1st degree aggravated domestic assault and 1 count of domestic assault. On 8/19/2026 Castleton Police were dispatched to a residence in Castleton for a reported family disturbance. Through Police investigation revealed probable cause that Dionne had assaulted a household member on several occasions. Dionne was taken into custody, processed at the Castleton Police Station and transported to Marble Valley Correctional Facility. Dionne was arraigned on 8/20/2026 and is currently being held without bail at the Correctional Facility.

On, August 9th, 2026, John Crowley was arrested in Castleton and cited to appear in Rutland Superior Court-Criminal Division at a later date to answer to the charge of unlawful trespass. On August 9th, Castleton Police was dispatched to a residence in Castleton for a reported trespassing violation. Crowley had been trespassed from this residence on an earlier date by Castleton Police and returned to the property. Crowley was located on VT RT 30 and cited to appear at a later date on the charge of unlawful trespass.

On, August 12th, 2026, Travis Popp was arrested in Castleton and lodged at Marble Valley Correctional Facility after his arraignment on the charges of 1st Degree Aggravated Domestic Assault. In the early morning hours on August 12th, Castleton Police was dispatched to a residence in Castleton for a reported family disturbance. Through Police investigated revealed that Popp had threatened bodily harm to a household member with a knife. Popp was taken into custody, processed and transported to the Rutland Superior Court for an arraignment. Popp is currently being held without bail at Marble Valley Correctional Facility on the charges of 1st Degree Aggravated Domestic Assault.

Offender: John Verdon, Age 25 of Middletown Springs, VT

On, July 25th, 2026, John Verdon was arrested in Castleton and lodged-in cap at Marble Valley Correctional Facility on the charge of Driving under the Influence-Alcohol. Castleton Police located Verdon slumped over in the drivers seat on Main Street, while on routine patrol. Upon making contact, numerous indicators of significant impairment were evident. Verdon refused all roadside tests and was taken into custody, transported to the Castleton Police Station for processing. Verdon was then transported to the Marble Valley Correctional Facility after processing and released on a citation to appear at a later date to answer to the charge of DUI.

CONSTRUCTION UPDATE

PAVING IN THE VILLAGE

I apologize for not getting the word out yesterday, but the email announcement wasn't received until after hours.

Traffic Impacts: Paving is scheduled to continue on Friday so there will some continued inconveniences. Crews are scheduled to place the top course of pavement, so there will be no shoulder or village parking within the Castleton construction area. Please plan ahead and use alternate parking during this time.

Motorists should slow down, use caution, and pay attention to road signs while traveling through the work zone.

All work is weather dependent and subject to change.

SOUTH STREET TRESTLE

The culvert replacement under the South Street trestle is complete. The contractor is finishing installing guardrails today and the project area is scheduled to be paved tomorrow. If all goes well, South Street should be open to through traffic early next week. I asked the highway foreman to check and double check the clearance height under the trestle before the road is open to through traffic.

Offender: Joseph Kravetz, Age 46 of Rutland, VT

On July 17th, 2026, Joseph Kravetz was arrested in Rutland and lodged at Marble Valley Correctional Facility following his arraignment on the charges of First Degree Aggravated Domestic Assault, Kidnapping and Interference with access to Emergency Services. On July 16th, 2026, Castleton Police investigated a reported family disturbance that occurred at an address in Castleton. Through Police investigation revealed probable cause for the above listed charges. Attempts to locate Kravetz by numerous Departments were unsuccessful and he ultimately turned himself in at the Rutland State Police Barracks on July 17th. Castleton Police took Kravetz into custody at the Rutland State Police Barracks and he was transported to the Rutland Superior Court-Criminal Division for an arraignment. Kravetz is currently held without bail at the Marble Valley Correctional Facility.

CONSTRUCTION UPDATE - PAVING BEGINS NEXT WEEK
Traffic Impacts: Next week, drivers should expect construction work in Castleton and Fair Haven from 7 a.m. to 7 p.m. Traffic control will include single-lane closures with flaggers and short delays as needed. Shoulder closures may also occur intermittently.

Motorists should slow down, use caution, and pay attention to road signs while traveling through the work zone.

Construction Activities: In Castleton on Monday and Tuesday, crews will adjust drainage structures and sewer manholes in preparation for paving scheduled for Wednesday through Friday.

In Fair Haven from Wednesday through Friday, crews will adjust drainage structures and sewer manholes. Additional work may be scheduled next week as the contractor finalizes its schedule.

All work is weather dependent and subject to change.

Location: Improvements will be underway along Vermont Route 4A in Castleton and Fair Haven, including in downtown Fair Haven.

Class 1 paving in Castleton on VT- 4A from mm 2.762 to mm 3.858.

Project Location: Beginning in the Town of Castleton on VT Route 4A (Main Street) near the intersection with Sand Hill Road and extending easterly for a distance of 1.091 miles and ending just before bridge No. 7.

Project Description: Work to be performed under this project includes coarse-milling, resurfacing with a leveling and wearing coarse, pavement markings, signage, and other related highway items. This project is part of a larger contract with the Fair Haven STP PC25(2) Class I resurfacing project. It is anticipated that all work will occur during day time hours.

Project Timeline: Construction will begin the spring months of 2026 and will end in fall of 2026.
