ITEM 10 (1:30 PM): PRESENTATION ON POTENTIAL TAX MEASURES – The Board will receive a presentation and status update on the evaluation efforts related to potential 2026 revenue measures, including a Property Transfer Tax (PTT) and a potential increase to the Transient Occupancy Tax (TOT). The Board will then provide direction to staff on whether to proceed with development of one or both measures for potential placement on a future ballot. ITEM 13 (1:30 PM): PROPOSED SPAY/NEUTER ORDINANCE – The Board will vote to introduce, waive first reading, and set June 23, 2026 at 10:30 a.m. as the date and time to consider adoption of an ordinance amending Chapters 8.04 and 8.08 of the Monterey County Code to require spaying and neutering of dogs and cats, while allowing certain exceptions. ITEM 5: The Board adopted a ceremonial resolution recognizing Mark Silberstein for his 43-year career with the Elkhorn Slough Reserve and the Elkhorn Slough Foundation.

ITEM 14: MOSS 300 SITE CLEAN UP PRESENTATION: The Board received a presentation from Department of Emergency Management and partners concerning the MOSS 300 site clean-up at the Moss Landing Battery Energy Storage System facility. Intact battery removal is almost complete and phase 2 battery removal and demolition are expected to continue until at least December 2026. ITEM 15: WILDFIRE PREPAREDNESS PRESENTATION: The Board received a presentation regarding the Department of Emergency Management’s progress, planning priorities, projects scope of work, deliverables, and anticipated impact as a result of the California Fire Safety Council 2025 California Department of Forestry and Fire Protection (CALFIRE). The Board voted to approve my motion to create an ad-hoc committee to address wildfire prevention and to take part in updating the County’s Community Wildfire Prevention Plan. The Board appointed me and Supervisor Daniels to serve on the ad-hoc committee. ITEM 16: HOMELESSNESS STRATEGIES AND INITIATIVES UPDATE: The Board received a presentation on the accomplishments of the Homelessness Strategies and Initiatives Division of the County Administrative Office for FY 2024-25 and 2025-26. One of the projects, HOPE Village, is a 34-bed low-barrier navigation center that will provide interim housing and wrap-around services for people living in encampments along the Pajaro River. ITEM 17: SYSTEM-WIDE BENCHMARKS AND OUTCOME GOALS FOR THE HOMELESSNESS RESPONSE SYSTEM: The Board received a presentation on proposed standardized homelessness response system performance benchmarks and outcome goals and adopted a resolution formally adopting the proposed standardized system performance benchmarks and outcome goals and directing County departments administering homeless services funding to incorporate these goals into all new and renewed homeless services contracts. ITEM 17.1: SANTA RITA CREEK DRAINAGE 60-DAY FOLLOW UP: The Board received a presentation on the 60-day follow-up for the Santa Rita Creek drainage study through Bolsa Knolls. In my comments, I talked about the fact that these issues are ongoing, and that maintenance will be required for whatever option is chosen. Water and sediment from agricultural fields are also contributing to the issue. I also expressed concern for how things will likely get worse in the future and the fact that we need to look for long term solutions. The Board voted to approve my motion to move forward with looking at funding, permitting, and all other necessary work to conduct targeted vegetation clearing, culvert upsizing, and sediment removal. In the long term, we will need to look at the creation of a special district or JPA. I will also work with the Ag Commissioner and County Counsel to see how we can manage the water and sediment that is coming off of agricultural fields. BOS BUDGET HEARINGS RECAP –

The Board of Supervisors conducted the County’s annual Budget Hearings. Departments from the County presented their requested budgets for Fiscal Year 2026-2027 to the Board. These presentations included augmentation requests, which are where departments ask for additional funding for various things ranging from new positions to new programs or additional funding for existing programs.

The Board expressed support for augmentations including the following:
• Encampment outreach in unincorporated areas
• Spay/Neuter clinics
• Public Defender position to ensure undocumented inmates receive proper legal advice
• Sheriff’s Office position to assist with Code Enforcement
• Security at Pajaro Library
• Funding Emergency Operations Center (EOC)

The Board also discussed approving funding for additional Sheriff’s Deputies, but that will come back at a future meeting for discussion. The next step in the budget process will be for the Board to approve the final budget.
