Good afternoon, everyone. We are less than one week away from voting day in Conway, so I wanted to take a moment to share information about the proposed Police Department building project, and clarify some of the questions I’ve received regarding its financial impact on taxpayers.
The total estimated cost of the project is $9.37 million. We have applied for grant funding through both Senator Shaheen’s office and Congressman Pappas’s office. This funding would come from Congressionally Directed Spending for 2027. Our original request was for $2 million, and Congressman Pappas has since increased that request to $3 million on our behalf. While this funding is not guaranteed, I am confident that we will receive at least a portion of it.
If Conway voters approve the project, we would need to submit a funding request to the NH Municipal Bond Bank by mid-June. Because we will not have confirmation of any grant awards by that time, the plan is to apply for temporary funding to begin the project. We would then submit a final request to the Bond Bank in January 2027, once we know how much grant funding, if any, has been awarded.
For example, if the Town receives $2 million in grant funding, we would request $7.37 million from the NH Municipal Bond Bank to complete the project.
I have attached two spreadsheets outlining the estimated tax implications for Conway property owners—one based on a $9.37 million bond and the other on a $7.37 million bond. Please note that these figures are estimates, as the final borrowing amount has not been determined and the interest rate on the proposed bond has not been fixed.
