The City of Chandler is strengthening the reliability of our water system with the installation of two new backup generators at separate water well sites. This investment will help maintain essential water operations during power outages and severe weather, improving emergency preparedness and protecting the services our community depends on.

Kalisha Boyd, Finance Director

Kalisha brings 25 years of public finance experience, including 15 years as First Assistant Auditor for Smith County. Her expertise includes budgeting, financial reporting, payroll, grants, internal controls, and oversight of public funds. She also supported oversight of budgets exceeding $150 million and payroll for approximately 950 employees.

Ashley Taylor, Library Director

Ashley joins the City on July 28 after 12 years of leadership with the City of Tyler, including seven years as a Library Director. She holds a master's degree in Library and Information Science and brings extensive experience in public service, library leadership, and grant writing.

Joseph Yazdanpanahi, Interim City Administrator

Joseph recently joined the City of Chandler as Interim City Administrator. An East Texas native, he brings more than 20 years of leadership experience in municipal, county, federal, and private-sector organizations. His career includes helping establish the City of Sunnyvale's first Police Department and IT Department, and playing a key role in Jacksonville's award-winning smart water meter project and citywide fiber network connecting municipal facilities. He holds bachelor's and master's degrees from The University of Texas at Tyler and is a Certified Public Manager. Drawn to Chandler because of his strong roots in the area, Joseph is focused on improving city operations, addressing infrastructure needs, and leveraging partnerships, grants, and technology to better serve the community.
