With the 4th of July fastly approaching we would like to remind our citizens of the rules and regulations within the city limits of Chapman:

Fireworks can be sold AND discharged from 8am - midnight July 1st through 4th.

Two vendors have been approved by the Chapman city council to sell fireworks: TNT Fireworks and Block Buster Fireworks. No other licenses for firework sales were submitted and therefor are not allowed.

Bottle Rockets are PROHIBITED. Throwing of fireworks is PROHIBITED. Discharge is PROHIBITED where fireworks are being sold. Please be aware of your surroundings and use caution when discharging any fireworks.

The fire chief, chief of police and city administrator shall have the authority and discretion to ban the discharge of all fireworks within the city limits if the weather conditions make discharge of fireworks hazardous to persons or property.

Please contact the Chapman Police Department with any concerns or call 911 in case of an emergency.

We wish everyone a safe and happy 4th of July. As you celebrate, please remember to clean up so trash and debris isn't blowing around neighborhoods.

Thrush appointed interim Chapman fire chief

Veteran firefighter Cecil Thrush, of Detroit, has been appointed interim Chapman fire chief. The appointment was announced by city administrator John Dudte at the Oct. 11 Chapman Council meeting. Dudte said the previous chief, Ryan Hall had resigned.
Thrush is currently employed as a firefighter in Junction City. He is also serving as the fire chief for the Enterprise Fire Department, and has worked in the past for the Abilene Fire Dept. He has 20 years of firefighting experience.
Thrush is also an instructor with the KU fire service and with the Kansas City Firefighters Association.
He is registered as an EMT-Basic through the National Registry of EMT’s and certified by the Kansas Board of EMS as an EMT-A (advanced) as well as an EMS training officer.
Thrush also holds multiple fire service training certificates across a wide range of fire service topics, including hazardous materials, incident command, fire fighting and rescue operations, according to Dudte.
Dudte told council members he also runs a pretty impressive shop in Enterprise.
In a very short time, Thrush has signed on four additional firefighters for Chapman, and all current members stayed on as well. The Chapman volunteer firefighter roster now has 12 firefighters, including one EMT-A in addition to Thrush.
Dudte said the firefighters are excited about Chief Thrush and the skills he brings to the job, including the training he has available for the firefighters.
“I'm pretty excited about him being able to give us a hand in the interim,” Dudte said.
Thrush said he was excited to come aboard, and plans to build a good fire department in Chapman.
One of his first things to do was to meet with the firefighters and find out what they wanted.
“They are the ones to protect you here, and make sure things run good,” Thrush said.
He said as chief, his responsibility is to make sure everybody is safe. He said the NFPA (National Fire Protection Association) has standards that guide his actions. If anyone is hurt, or tragically killed on a fire scene, the NFPA will come to the city to perform an inspection.
“If you're not up to standard, it's not anything for them to shut a department down,” Thrush said. “My goal is to make sure that never happens to the City of Chapman, and that we always run a good safe orderly crew.”
Thrush said the department held a hands-on training session at their first meeting with him as chief.
He said all the firefighters took part, and were happy to have the training.
He also enjoys interaction with youth and the public. He has made plans to visit the elementary schools this month during Fire Prevention Month, and received a warm welcome from school officials.
He said people will be seeing more activity at the fire department, with more training, and more interaction with the public and the city.
“I'm looking to make a great department,” Thrush said.
He said anytime he is at the fire station, people are welcome to stop in.

Chapman, Ks September 20, 2017: Kansas state senator Randall Hardy of the 24th district (Chapman) will visit Chapman on Wednesday, October 11, 2017. Senator Hardy will be at Chapman City Hall from 6:30 – 7:00 to meet and greet constituents of the 24th district including the City of Chapman. All Chapman and 24th district constituents are invited to attend. Senator Hardy and city elected officials will be present to visit with constituents about their thoughts, ideas, and concerns for the 24th district.

The 2016-2017 Daisy Troop 20105 presented the Chapman Police Department and Chapman Fire Department with water and snacks for all first responder's in their departments.The Daisy Troop chose to use a portion of the cookie proceeds to purchase these supplies! Several of the emergency management services in the county will be there to explore for people of all ages! Please come by and hang out and enjoy some free gifts that will be passed out! We are all looking forward to the Labor Day celebrations in Chapman. Last night the American Legion hosted their street dance and beer garden, this morning the Lion's golf tournament began at 8am sharp and this evening there will be another street dance and Chapman Food Mart beer garden!

As the 4th of July approaches please remember that you can only purchase and shoot fireworks within the city limits of Chapman during the following times:

July 1st - 4th
8:00am - Midnight

If fireworks are shot off before or after the times listed above please contact Dickinson County Dispatch at 785-922-6211 and ask to speak to a Chapman Police Office.

Please also remember to use extra caution this time of year as there is much more activity around our neighborhoods. Take care of your animals too and if they are scared of fireworks and prone to run away please make sure to keep them in a safe place.

Press Release

At 04:52 this morning (14Jun17) Chapman Fire Department and Police personnel were dispatched to a structure fire at 131 E. 3rd in Chapman. Dickinson County Rural Fire District #1, Dickinson County EMS and Dickinson County Sheriff departments also responded. On arrival Chapman fire department personnel found 2 occupants outside of the home and heavy smoke and fire visible in the residence. Chapman Fire and Dickinson County Rural Fire had the fire suppressed within 30 minutes of arrival. No injuries were suffered by either the occupants or fire department personnel. The structure and contents appeared to have heavy smoke, fire and water damage. The American Legion in Chapman provided immediate support and shelter for the occupants and the American Red Cross is providing long term assistance. Those wishing to help the victims of the fire should direct their support to the American Red Cross in Abilene. The State of Kansas Fire Marshall’s office is investigating the cause of the fire. Updates will be provided by city officials as new information becomes available.
