Women’s Herstory Month: Honoring the Mastermind Behind the Mission-LaToya J Davis

This Women’s Herstory Month, we proudly celebrate a true visionary—a game changer, a trailblazer, and the mastermind behind the movement!

As the first African American female Youth Workforce Development Coordinator of Charles City County, she has broken barriers and set a powerful standard of excellence.

With over 25 years of dedicated service in human services, her passion has always been rooted in uplifting others—but in the last three years, her impact has reached new heights.

Through her leadership at Inspire Youth @ Work, she has poured into the lives of young people—guiding them into college, preparing them for the workforce, and equipping them with the tools to succeed.

From teaching job readiness, career exploratory to developing business plans to delivering powerful pitches, she doesn’t just teach skills—she builds confidence, ignites purpose, and challenges each student to reach beyond their limits.

She inspires. She encourages. She challenges. She transforms.

Because of her vision and commitment, young people are not just dreaming—they are achieving. They are becoming leaders, entrepreneurs, and change agents in their own right.

Brighter futures truly begin here.

This Herstory Month, we don’t just recognize her work—we celebrate her legacy in motion.

A woman who didn’t wait for change… she became it.

Women’s Herstory Month, we honor a woman with vision—a woman who dare to see beyond what is and boldly step into what can be.

Michelle Johnson Hails from Charles City County, the first African American female from the county to serve as County Administrator- it was her vision that sparked the creation of a Youth Workforce Program that is now empowering, equipping, and elevating the next generation.

Because of her leadership, young people are not only gaining job skills, but they are building confidence, discovering purpose, and walking into opportunities that will shape their futures.

What began as a vision has become a movement—impacting lives, strengthening families, and uplifting the entire community.

Today, we celebrate her for being a trailblazer, a mentor, and a woman of purpose. Her vision didn’t just open doors—it created pathways.

And because she believed, our youth are achieving.

On behalf of the Inspire Youth @ Work Youth Workforce Department, we would like to take a moment to recognize and celebrate Paula Ge'Nee Cotman, our dedicated Charles City County Food Pantry Coordinator, for her outstanding leadership and commitment to service.

She is the first African American female from Charles City County to hold this position and she was the first county department to give our students a chance!

Ms. Genee has gone above and beyond in guiding and directing our students, not only teaching them the importance of responsibility and teamwork, but also instilling in them the value of compassion and community engagement.

Through her leadership, our students have gained hands-on experience that will stay with them far beyond this program—learning what it truly means to serve others with dignity and purpose.

We also want to highlight the incredible impact of the College Student Community Drive. This initiative was more than just a collection effort—it was a powerful demonstration of unity, generosity, and support for our workforce students headed to college.

Because of the vision and coordination behind this drive, many lives were touched, and our students were able to witness firsthand the power of giving back.

Ms. Genee, your passion, organization, and heart for the people do not go unnoticed. You are not just coordinating a pantry—you are shaping lives, building leaders, and strengthening our community.
