St. Andrews Public Service District

St. Andrews Public Service District SAPSD is a Special Purpose District in West Ashley, SC. The SAPSD was created by Act 443 of the South Carolina General Assembly effective July 1, 1949.

It serves the residential and community needs of fire protection, emergency response, environmental services, and street lighting with devotion, determination, and dependability. It is a Special Purpose District located in Charleston County, South Carolina and was created to provide fire protection, refuse removal, wastewater services, street lights, and street signs to the area known as West of t

he Ashley. Currently, the SAPSD provides fire protection and rescue, environmental services, and street lighting to approximately 22,000 people in its service area. The SAPSD operates administration offices, environmental services, maintenance facilities, and four (4) fire stations.

Did you know there are over 40,000 special purpose districts across the country providing essential services? We are ECSTATIC to share that on March 18th the House Committee on Oversight and Government Reform passed the Special Districts Fairness and Accessibility Act of 2026 (H.R. 2766), advancing legislation that would establish the first-ever federal definition of special districts in U.S. law. What a GREAT day for the citizens of West Ashley as St. Andrews Fire Department and Charleston County Environmental Management held the grand opening of Fire Station No. 3. Thank you to everyone for choosing us for over 75 years!

A great day for West Ashley. ✂️

This morning, we were proud to join our partners at St. Andrews Public Service District to celebrate the opening of a new shared Charleston County EMS and St. Andrews Fire Department station on Old Parsonage Road. Years in the making, this project strengthens emergency response, improves flood resilience, and creates new greenspace for the community to enjoy.

Built through strong partnership and smart investment, this site will serve and protect residents for years to come.
