Our members deliver 911 emergency response in 52 of 55 counties and answer over 80% of all dispatches. The WV EMS Coalition represents providers of emergency care and transportation
in West Virginia. Serving as a representative of the industry, its goal is to promote improved patient care by providing a forum to exchange information and to address the issues and problems of a changing industry. Me

“To have a strong EMS system, we’ve always felt that you need three sources of funding. You have to have good strong insurance reimbursement policies. You have to have local funding from the counties. And, you have to have state funding, as well,” Hall said. “So with this legislation, West Virginia joins those states in saying, ‘We support EMS,’ and that funding will kind of help complete that three-legged stool and put EMS agencies on a much more solid foundation.”

Big News! Our Legislation is Complete!

Governor Patrick Morrisey has signed HB 5168 to create our state's first permanent EMS funding and SB 645 to reform out-of-network ambulance billing. Other bills signed into law expand education grants (HB 5212), enhance retirement benefits (SB 724 & SB 977), and protect first responders (SB 4)—representing the biggest changes to WV’s EMS system in decades.

By strengthening funding, updating insurance laws, expanding educational opportunities, and supporting our dedicated EMS professionals, West Virginia is reshaping emergency medical services for the future. Thank you to Patrick Morrisey and the numerous members of the West Virginia Legislature who played a part in this incredible progress!

Governor Patrick Morrisey has already signed SB 724 and today is the deadline for him to act on the rest of our bills that support EMS in WV. We are particularly supportive of HB 5168 (permanent funding), HB 5212 (WV Invests) and SB 645 (out of network insurance reform).
