August 11, 2026, Council Meeting Highlights
• The July 14, 2026, meeting minutes were approved.
• A report of city business was provided by City Manager, Greg Luehmann:
- Reported attending a C-2000 meeting where a FreshStart grant opportunity was discussed. The grant would assist with the purchase of equipment and supplies for youth programs operated through the City and School District.
- Reported that the 2nd Annual Fishing Event has been scheduled for September 26 at Hequembourg Pond. Salvador Mondragon also advised that the grant for the Butterfly Sanctuary has been approved.
- Reported discussing a program through the Missouri Department of Conservation with Trent Lane that would allow the City to beautify highway exits upon receiving approval from the Missouri Department of Transportation.
- Reported speaking with Coach Trent Adams regarding the development of the Little League Football Program. The program currently has three teams and will play six games. Coach Adams reported that the program has received excellent support from the community.
- Reported that he and Bobby discussed the hiring of Trei Chappell to fill one of the City's vacant Public Safety positions. Officer Chappell was introduced during the meeting.
- Reported meeting with Shad Burner of KBS Consulting regarding Opportunity Zone 2.0 and efforts to engage community leaders and potential investors in the public comment process. The public comment period closed during the first week of August. The City appreciates those who visited the website and provided their support.
- Reported meeting with Cade C**n and Jamarcus Williams, along with Bobby, to finalize the School Resource Officer contract with the Charleston R-1 School District. The completed SRO contract is included in the Council packet.
• An ordinance was passed unanimously to update the city’s procedure to disclose potential conflicts of interest and substantial interest for certain municipal officials as required by Section 105.450 RSMo. This is also to remain in compliance with the Missouri Ethics Commission.
• An ordinance approving the contract with Charleston R-I School District for school resource officer services was passed unanimously.
• The September council meeting was rescheduled for Wednesday, September 16, 2026.

🏈 Little League Football Scrimmage! 🏈

Last night was an exciting start to the season as our little league football players took the field for their first scrimmage! It was wonderful to see so many residents come out to cheer on and support these young athletes.

A special thank you to all of the coaches, volunteers, parents, and everyone involved in making little league football possible. Your time, dedication, and commitment to our youth make a tremendous difference in our community.

We are proud to support our young athletes and wish them a fantastic season! 🏈

Support Charleston's Opportunity Zone Nomination: Public Comment Needed
With passage of the One Big Beautiful Bill, the Federal Opportunity Zone program has been made permanent and Missouri is currently identifying new zones. Charleston has submitted an application for it’s one eligible census tract. A public comment period is now open, and every voice of support strengthens our case.
Why This Matters
If Charleston receives the designation, the tract becomes eligible for federal capital gains tax incentives designed to help drive additional development. Only a portion of Missouri's eligible tracts will ultimately be selected, so a strong showing of public support matters.

Residents living in the 500 block of East Commercial Street are asked to please place their trash carts on 5th Street or 6th Street for collection during the upcoming weeks.
