June 9, 2026, City Council Meeting Highlights
• A performance close out public hearing was held at the beginning of the council meeting to discuss the past performance by the city in the 2024 funded CDBG Drainage Infrastructure Project.
• The minutes of the May 12, 2026, council meeting were approved.
• A report of city business was provided by City Manager, Greg Luehmann:
- Focus Bank has purchased the other three attached buildings to the downtown location and they will begin working with engineers to design an attractive, new facility.
- The old lights have been removed and replaced at the middle ball field at Hillhouse Park.
• It was discussed and decided to host a Townhall Meeting at the Jr. High School gymnasium on Thursday, June 25th from 6:30-8PM. The city council will listen to residents’ concerns and comments.
• An ordinance was passed unanimously by the city council authorizing the City of Charleston, Missouri, to enter into an agreement with Flock Group, Inc. for license plate recognition cameras, video camera equipment, gunshot detection technology, and related services for the Charleston Department of Public Safety. A representative from Flock was in attendance to answer questions.
• An ordinance was passed unanimously by the city council to accept the proposal from Apex Paving to complete the 2026 asphalt overlay project. The project will include Vine St-Wallhausen to dead end, Warren St-Finney St to dead end, State St, Third to Virginia St., Third St-Commercial to end, Warde Ave-13th to dead end.
• All city liquor license renewal applications were approved with proof of state liquor license.
• Shad Burner spoke about Opportunity Zone 2.0.
• A discussion was had with a member of the Chamber of Commerce regarding the need to find a new location to hold the carnival during next year’s Dogwood Azalea Festival and years to come.
