Know Your Rights: You Have the Right to a Receipt

If you pay rent with cash or a money order, you have the right to ask your landlord for a written receipt.

That receipt matters. It helps you keep proof of payment and protects you if there is ever a question about your rent.

Under Virginia law, landlords must provide a written receipt when a tenant requests one for rent paid by cash or money order. Tenants can also request a rental ledger.

For the past six months, a group of current and former Westhaven residents, along with student filmmaker Aylin Dutt have been working on a short documentary to share the story of Westhaven and LV Collective.

It centers the people behind the politics, bringing a human perspective to how developments like LV impact real lives. You can watch the full film on YouTube (link in bio) and on PHAR’s website. Please consider sharing the video to help Westhaven's story reach more people.

Friends and neighbors, the rally scheduled to take place today, March 16th, before City Council's 6pm meeting has been postponed due to the severe thunderstorms expected throughout the day. The new date is currently to be determined. We will post updates as soon as possible.

Be sure to charge your devices in case the high winds cause power outages! (Don't forget to unplug your laptops!) Stay safe and dry, friends!

Black History Month isn’t only about honoring the past — it’s about recognizing the people shaping our present.

Charlottesville’s public housing communities exist because of decades of segregation, displacement, and Urban Renewal policies that dismantled thriving Black neighborhoods and reshaped where Black families could live. But history did not stop when those policies were enacted.

Today, Black residents in communities like Westhaven continue to organize, lead, and advocate for their neighborhoods. They are building community, protecting one another, and demanding a future rooted in dignity, transparency, and resident leadership.

At PHAR, we believe public housing residents are not just inheritors of history — they are history-makers. Black history is still being written here, and it deserves to be seen, respected, and supported.

Housing justice is Black history.

Dr. Martin Luther King Jr. challenged systems of injustice — not just individual acts of discrimination. Housing policy was one of those systems.

Between 1949 and 1978, the federal government, the City of Charlottesville, and the Charlottesville Redevelopment and Housing Authority worked together to carry out Urban Renewal projects. These government-backed policies displaced more than 1,000 residents in majority-Black neighborhoods, including Vinegar Hill, Cox’s Row, and the Garrett Street area.

Vinegar Hill was a thriving Black community before it was deliberately destroyed through Urban Renewal. The City created CRHA to implement this policy and secure federal funding, reshaping Charlottesville through displacement and segregation by design. The impacts of those decisions are still visible today in public housing communities like Westhaven.

That’s why PHAR is organizing now. We are asking the City to formally acknowledge this history and commit to redevelopment processes that center resident leadership, transparency, and accountability. We’ve drafted a community letter calling for these commitments, and we invite neighbors, allies, and supporters to add their names and show up to City Council on Tuesday to speak.

Honoring Dr. King means more than remembering the past — it means acting on it.

Charlottesville is at a critical moment.

Luxury and student housing development is increasing pressure on historically Black and low-income neighborhoods. Without strong protections, families are pushed out, rents rise, and children’s lives and education are disrupted — repeating harms our city has seen before.

We’re urging City Council to act now by:
✔️ Stopping and slowing displacement
✔️ Limiting student housing to appropriate areas
✔️ Requiring real investments in deeply affordable housing
✔️ Expanding rent relief and emergency assistance
