There has recently been an increase in juveniles riding electric scooters and electric bicycles around town. We love seeing kids outside enjoying these modes of transportation, but we also want to ensure everyone is riding safely and following Minnesota law. Below are some important safety reminders and legal requirements for e-scooters and e-bikes.
Motorized Foot Scooter (E-Scooter)
• Motorized foot scooters, including e-scooters, may not be operated on sidewalks anywhere in Minnesota, except when necessary to enter or leave adjacent property.
• Riders must be at least 12 years old to operate a privately owned e-scooter.
• Passengers are prohibited.
• Riders under 18 years old are required to wear a helmet.

Electric-Assisted Bicycle (E-Bike)
• Riders must be at least 15 years old to operate an e-bike.
• Class 1, 2, and 3 e-bikes (750 watts or less) may be operated on sidewalks and shared-use trails where bicycles are permitted, unless prohibited by trail rules.
• An electric two-wheeled vehicle with a motor greater than 750 watts is generally classified as a moped, not an e-bike. Moped operators must be at least 16 years old, possess a valid driver's license or moped permit, and the vehicle must be properly registered and insured for operation on public roads.
• Passengers are prohibited unless the e-bike is specifically designed and equipped to carry them.
• Helmet use is recommended for all riders.
