PULL will service a population that is characterized as “high risk” in terms of academic failure, meeting

with violence, economic disadvantage, drug and alcoholic abuse or other behavior that is a detriment to

the community. Although PULL will recruit clients from around the metropolitan area, it will focus on those

areas that are highest on risk factors. Those areas where crime rates are highe

st in Hamilton County

include: Ridgedale/Oak Grove/Clifton Hills, Bushtown/Higland Park, South Chattanooga, Downtown,

and Amnicola/East Chattanooga. These regions represent only14.2% of the county’s population. However, they represent 40% of the robberies, 41% if aggravated assaults, 32% of simple assaults,31%

of burglaries and vandalism, and 40% of drug offenses (State of the Region Report 2010, Ochs Center

for Metropolitan Studies). These numbers also serve as proxies for gang activity, a growing problem in

Hamilton County.
