Town meeting brief recap. Most warrant articles passed with the exception of Article 20 which failed at the end to move to a vote. The article was about allowing the Zoning Board of Appeals to utilize special permits in lieu of a variance in specific circumstances including maximum building coverage and floor area ratio (gross square feet of all buildings. This is prompted by the fact that 80% of all lots in Chelmsford are undersized. It is a complicated article that sparked much debate in particular concern over propagation of 2 family residences (bill sponsors said the bill would not be an enabler). The discussion starts around 2 hrs, 30 minutes of day1. Lots of budget items, level services planned for this coming fiscal year, a couple of highlights; Chelmsford will start weekly recycling and leaf collection will return. On day 2 significant discussion on limiting the weight of trucks on Ledge Road to 26,000 lbs (effectively eliminating tractor trailers) This article passed and enables the Select Board to work toward an ultimate solution. I wanted to express my sincere thanks to all those that supported me and voted for me yesterday, in particular the voters of precinct 9 that elected me as one of their town meeting representatives. I am here to listen, learn and represent you. My name is Charles Mooney. I am a 37 year resident of Chelmsford with years of significant experience in senior management who values the small town charm and family friendly spirit of this town. Chelmsford is approaching a crossroad with increasing demand on all infrastructure including sewers, physical facilities, roads, and sidewalks. These critical issues, while at times dispersed between boards, are on the minds of residents along with taxes and fees associated with such services. As Town Meeting Representative I will listen intently to the concerns of Precinct 9 residents, as well as the things that are working well. As a member of the Select Board I will work to provide my business perspective, integrate the learnings of Town Meeting, and continue to drive the accountability and responsibility at all levels of town government.
