City of Chelsea – Water Bill Mailing Update

The City of Chelsea would like to share an update regarding recent water bill delivery.

Some residents reported that their January water bills arrived later than usual or were not received. This occurred because postcard stamps needed for mailing were not available at the Chelsea post office even though she had requested them from higher branch, which delayed mailing until January 8 rather than the typical mailing date of the 4th.

We understand how important timely billing is and have taken steps to prevent this from happening again. The City has ordered and stocked a multi-month supply of postcard stamps to ensure future bills are mailed on schedule without reliance on irregular stamp availability. We will continue to support our local Post Office.

To ensure fairness, late penalties were not applied to accounts that were current prior to this delayed mailing. Residents who have questions about their bill or would like to review their account are encouraged to contact City Hall, and we will be happy to assist.

Thank you for your patience and understanding as we continue working to serve our community responsibly and transparently.

Chelsea, like most cities in Iowa, uses the Mayor-Council form of government. City elections in Iowa are held in odd-numbered years. The City Council terms are four years and are staggered, so that in one city election three Council terms are expiring and in the next city election two Council terms are expiring. The terms of Mayor and 2 Council members are up at the end of 2025.
The opportunity to run for political office is a privilege we enjoy in our society. To hold office in a city, a candidate must meet the same qualifications required to vote and be a resident of the city he or she plans to serve. For the 2025 election cycle, the filing period is August 25 to September 18, 2025. Anyone wishing to have their name on the ballot to serve as mayor or on the city Council must complete two forms and submit them to the County Auditor by September 18 at 5 PM. The two forms are the affidavit of candidacy, which must be completed by the candidate and signed in the presence of a notary, and a nomination petition, which must contain the signatures of at least 10 eligible voters.
These forms are available from the city clerk, from any courthouse in Iowa or from the Secretary of State website.
These year’s election will be held on Tuesday, November 4, 2025.

From Debbie Rhoads: On Wednesday at 3 AM, we found out our car was stolen. We were notified by the Powasheik County sheriff's office that they pulled a kid over and said he had permission to drive our spare vehicle.
Fortunately, it was recovered undamaged near Grinnell after a traffic stop. Tonight, our neighbor reported a suspicious guy going through vehicles in Chelsea. The thief who stole our car recently turned 18; it is uncertain whether they are the same individual involved in tonight's incidents. please make sure your vehicles and other items are locked up.
