Our Animal Welfare Enforcement Officer has been working around the clock to ensure animals in our community are safe from the elements and inclement weather we are experiencing.

Pets are an extension of your family. If your pet is living outside in these conditions without appropriate shelter, they should be brought indoors. If you are cold, they are as well.

In the RARE event that your pet must reside outdoors, please adhere to the following regulations:

An owner shall provide their pets with adequate shelter and protection from the weather. A proper shelter shall be of sufficient size to allow the animal to stand, turn and stretch to its full length and height within the enclosure. An owner shall keep the shelter free from f***s, urine and debris.

The following MUST be provided:

1) Shelters shall have a weatherproof roof and the entryway shall be protected by an offset outer door or a flexible flap made of windproof material. The floor shall be solid and raised from the ground at least two inches. No interior surfaces shall be metal. The dog shelter opening shall be facing away from the prevailing winds.

2)Bedding, such as wood shavings, straw or other absorbent material, shall be provided in sufficient quantity for insulation against cold and damp. Bedding shall be kept dry.

3)If there is no artificial heat source, structures shall be small enough to allow the dog to warm the interior of the structure and maintain his or her body heat but large enough to permit ease of entry and normal postural adjustments, as previously defined.

4)Fresh, potable water without ice shall be made available to the dog a minimum of twice daily. The water receptacle shall be sanitary and made unable to be tipped over.

Failure to follow these guidelines will result in fines and the impoundment of your pet for their safety and well-being. Our officers on duty do thorough welfare checks to ensure no animal is left out in cold conditions without adequate shelter.

Additionally, if you have a pet living outdoors and are in need of a crate to bring them inside your home we will provide you with one. We are here to help you and your pet.

In the event you are concerned about the welfare of an animal in our community, please contact us at (410)441-2040. We are available 24 hours a day for emergencies.

Teacup is an 8 year old Mastiff Mix. He came to our shelter in “ruff” shape. Thanks to love and strong antibiotics to treat his skin, Teacup is ready to find his forever home.

Teacup would do best in a home with children 10 and over due to his calm and gentle nature. He has done well meeting other dogs thus far and has been indifferent to cats.

Teacup is hoping you have room in your heart and home! And, you know what they say.. happiness begins with a warm cup of tea🫖

Yesterday we began writing our story in a 365 page book. Each page represents each day as we embark on this new year. We hope to write a story that truly inspires our community to be more compassionate and kind not only to animals but each other.

2021 was a challenging but miraculous year for us! I continue to be in awe of what our “little shelter that could” accomplishes year after year! Here are just a few highlights of how we as a shelter and community made an impact in the lives of Cecil County’s pets and their people in 2021!

* 3,349 animals sought shelter and a safe haven at CCAS this year. We successfully placed 1,136 animals into forever homes while transferring 1,336 animals to area rescue partners. We also reunited 201 lost pets with their families. We truly value our adopters, rescue partners, and responsible pet owners! Thank you to all of you! 💕

* Through our Pet Pantry Program we currently serve 326 pets. We are fully committed to our promise that no pet ever go hungry in our county. Our Pet Pantry Program is available to those in need 365 days a year. If you are struggling to feed your pets, we are here for you!

* We have housed 21 animals through our Project Pet Safe Haven Program serving pet owners in a transient or emergent situation. Please don’t stay in a life threatening situation in fear of what may happen to your pet. Please contact us today!

*We placed 856 animals in foster homes this year while awaiting adoption. This number represents 856 precious lives that were given a chance because of the kindness of our foster families. If you are interested in becoming a foster parent, please send us a message!

* Our Volunteer Team continues to grow. We couldn’t do our good work without our devoted volunteers! We are constantly in awe and inspired by their giving hearts! If you are interested in joining our Volunteer Team, please email [email protected].

* Our Community Cat efforts are busier than ever providing free sterilization and rabies vaccines for community cats and providing food and other resources to those caring for community cat colonies.

* Our Animal Welfare Enforcement Division responded to over 2,000 calls this year. If you are concerned for an animal’s well being, please send us a message or call our hotline at (410)441-2040. We respond to calls for reported Animal Neglect 365 days a year and 24 hours a day.

Lastly, we have remained committed to our life-saving philosophy!!!! The true purpose of our organization is to serve the people and animals in our community with compassion and kindness. Everything we do is done with compassion at the fore-front! We are eager to continue making a difference in the lives of pets and their people in our county in 2022!

Thank you from the bottom of our hearts and the bottom of their paws to everyone that helped us make our shelter a home to 3,349 animals in 2021. Happy New Year to All of you! We look forward to seeing all of you in 2022!

1st Pic: The day we adopted Tucker from CCAS, one year ago today. He reached his little kitten paw out at us, and we knew he choose us to be his family. 2nd Pic: Just when we didn't think we could love Tucker any more than we already did, we adopted a new baby, and Tucker took on the "dad role". He loves his new sister, and has taught her so much! Adopting Tucker from CCAS was such an easy process, and we're happy to report that Tucker is a spoiled little man, who has filled our lives with laughter and cuddles over the past 365 days.

Is anyone in the area of The Blue Iris in Elkton missing 3 small terrier type dogs? They have been around my house for the past 4 days, I can’t get them to come to me. Looks like at least one has a collar. I’m close to route 40 and I’m afraid they’ll go to the road. They seem to travel together and come up though the woods.
Just over a week ago my daughter and I went to the shelter to pick up a foster. This gorgeous little fella was in the right place at the right time, as was I, and the universe made sure we met. From the first paw on my face and nose nuzzle, I was in love. And I fall in love even more every day, especially when he gives kisses. His shelter name was Figgy, his forever name is Cooper. He's the cat I never knew I needed and I'm eternally grateful.
Cora (now Nicole) adopted from CCAS on 6/19. She is my new best friend. I love her so much.
