Last night at Chubb Park the Chester Police Department held it's Annual Awards Ceremony for 2019 and also recognized the officers who were promoted in April of this year. The ceremony was originally planned for April but was delayed due to the pandemic.

In April, Ptl. Ryan Steckel, Ptl. Nicolas Salamone, Ptl. Douglas Shea, and Ptl. Edward Robinson were promoted to the rank of Corporal. Cpl. Brian Gill, Cpl. Michael Henry, and Ptl. Stephen Notte were promoted to the rank of Sergeant. Sgt. Ronald Totams was promoted to the rank of Lieutenant.

Awards:

Sgt. Notte received the Intoxicated Driver Enforcement Award with 9 DUI arrests. He also received the Criminal Arrest award with 26 arrests. Noteworthy were the next runner ups for the award, which were Ptl. Brian Lowry with 15 arrests, and Cpl. Henry and Ptl. Ellmann with 13 arrests each.

The Exceptional Service Award is given to officers that bring public acclaim to the profession as a result of training and devotion. The award was presented to Cpl. Edward Robinson and Det. Kristen Buckley for their amazing work with the Morris County Police Critical Incident Debriefing Team, https://www.mcpcidt.org/home.

The Honorable Service Award is given to officers for a credible act in the line of duty. The award was presented to Det. Buckley, Sgt. Brian Gill, and Sgt. Michael Henry for their actions on December 9, 2019 when they were dispatched to a residence in town for a reported 8 day old infant not breathing. All three officers worked cohesively while performing life saving measures until the arrival of EMS. Despite the worst outcome in this case, the parents of the child offered their thanks and praise to the officers for their professionalism and actions at the scene.

The Firearms Expert Award went to Lt. Totams, Sgt. DaCunza, Sgt. Gill, Sgt. Henry, Cpl. Steckel, Cpl. Salamone, Cpl. Shea, Cpl. Robinson, Ptl. Bohn, Ptl. Fandel, Ptl. Durkin, Ptl. Capone, Ptl. Ellmann, Ptl. Schwartz, and SLEO 3 Arnel Villalobos

The Officer of the Year Award was presented to Ptl. Bradley Ellmann. The award is presented to an officer that exemplifies the best qualities of a Police Officer in our agency. Ptl. Ellmann was hired in 2018 and made a seamless transition from his last agency, bringing with him practical life skills that has made him an asset to this Police Department. Bradley is a resident and member of both the Chester Fire Department and First Aid Squad and as such has personal knowledge of both the Borough and the Township. Additionally, Bradley is the deputy OEM Coordinator for Chester Township. In the year of 2019, Ptl. Ellmann has demonstrated the above listed qualities, including professionalism, compassion, a strong work ethic and dedication to this department and the community we serve.

I would like to thank everyone who came out last night to support our officers. I would also like to say how proud I am of the all of the officers on the department for continuing their outstanding professional work keeping our community safe even during the pandemic. They truly are the best!

A secure Morris County Mail-In Ballot Dropbox was installed today at the Chester Township Municipal Building, 1 Parker Road. It is located in the parking lot on the side of the building next to the clothing collection bin. Residents can drop off their ballots at any time, from now until Election day. Ballots will be collected on a daily basis.

Tomorrow the Milling and Paving will begin on Route 24 to the bridge at the Mendham Township border. Police officers will be posted along the route because traffic will be alternating. Below are the tentative dates and locations where the road construction will take place. Please note the start times are at 9 AM for tomorrow and this Friday so that we can get the busses to the entrances of the schools on time. Please plan an alternate route and try to avoid the area because there will be delays. The construction is scheduled to be complete by 4 PM each day.

Wednesday 9/30: Milling from Village Road to Cliffwood Road, 9 AM start time.

Thursday 10/1: Milling from Cliffwood Road to the bridge at the Mendham border, 7 AM start time.

Paving of Main Street from Route 206 to near Collis Lane will start tomorrow at 0700-hours:

Morning Rush: Eastbound traffic will proceed as normal along CR 513 (Main Street); however, expect delays. All Westbound traffic will be detoured from CR 513 (Main Street), onto Sentry Lane, Fairmount Avenue, Seminary Avenue, Maple Avenue, and back onto US HWY 206.

Afternoon Rush: Westbound traffic will proceed as normal along CR 513 (Main Street); however, expect delays. All eastbound traffic will be detoured from CR 513 (Main Street), onto Seminary Avenue, Fairmount Avenue, Sentry Lane, and back onto CR 513 (Main Street).

On Friday and Monday, September 25 and 28, 2020: CR 513 (Main Street) between Hillside Road and Oakdale Road will be closed to local traffic only due to paving of the roadway. All non-local eastbound traffic will be detoured onto Hillside Road, Pleasant Hill Road, Furnace Road, Oakdale Road, and back onto RT 24 (East Main Street). All non-local westbound traffic will be detoured from RT 24 (East Main Street), onto Oakdale Road, Furnace Road, Pleasant Hill Road, Hillside Road, and back onto CR 513 (Main Street).

On Friday night, September 25, 2020: Milling and paving of the “Cross Roads” intersection will take place from 1900-hours through 0800-hours. Due to the nature of the work, the entire intersection will be closed, there will be a single lane of alternating traffic from CR 513 (North Road) to RT 24 (East Main Street) OR RT 24 (East Main Street) to CR 513 (North Road). Traffic detours, except for emergency vehicles, is as follows:
1. All Eastbound CR 513 (Main Street) traffic will be detoured onto Sentry Lane, Fairmount Avenue, Seward Place, Larch Drive, Village Road onto RT 24 (East Main Street).

Tonight members of the Chester Township PBA Local 315 presented ShopRite a check for $250.00 for their annual "Partners in Caring" program. Normally our officers and local EMS volunteers bag shoppers groceries one day in September for a few hours during the month long program, but as we all know this year has been challenging for all. The proceeds go to local charities and local food banks. Thanks again to Lt.'s McNamee and Totams, Sgt. Henry, Cpl. Salamone, and Ptl. Schwartz for coming out and for their donation.

Beginning the week of Monday, September 21, 2020, and continuing through Monday, September 28, 2020, County Road 513/Route 24 (Main Street), will be milled and paved between U.S. Highway 206 and the intersection of County Road 513/Route 24/Oakdale Road/North Road, with all work being performed between 7:00 am and 5:00 pm daily. Additionally, a separate phase of milling and paving will be completed within and around the intersection of County Road 513/Route 24/Oakdale Road/North Road on Friday, September 25, 2020, between the hours of 7:00 pm and 8:00 am.

Beginning the week of Monday, September 28, 2020, and continuing through the week of October 5, 2020, the remainder of County Road 510/Route 24 (East Main Street), between the borders of Chester and Mendham township, will be milled and paved.

During this extensive resurfacing project, there will be multiple detours, periods of alternating traffic, and significant traffic delays. While police officers will be posted at various locations to assist with traffic direction, it is highly suggested that motorists plan alternate routes.

Additionally, there will be no parking along CR 513 (Main Street) throughout the project. Parking will be available at the Chester Volunteer Fire Company rear parking lot during the closure. The entrance to the lot is off of Grove Street.

We will get the “School Buses” through the construction zones so that the students can get to school.

All dates and times are tentative due to the nature of the work.

Detours during the week of September 21st, plus September 28th, are as follows:

We fully understand that this paving project is going to interrupt and affect the daily lives of many of our residents, workers, and visitors to our town. We will have police officers on-site to assist motorists in getting to their destinations. However, we do urge you to plan an alternate route during this project so that it can be completed as quickly and safely as possible.
