RAWLINS, Wyo. — Crews with Reiman Corporation will begin repairs next week on the Higley Boulevard overpass, which was struck by a semitruck on Interstate 80 in July.
Mobilization will begin Monday, Oct. 12, and will require the closure of the westbound and eastbound passing lanes of Interstate 80 between mile markers 213 and 215. Concrete barriers will be installed to close the passing lanes, ensuring a safe work area in the median beneath the overpass.
Repairs will include installing shoring, removing damaged concrete, injecting epoxy to repair cracks, and pouring a new concrete column.
Motorists should expect lane closures and reduced speed limits. Motorists are encouraged to obey all posted signs and signals, follow flaggers’ directions and other traffic control instructions, and avoid distractions such as cellphones while driving through the work zone.
The project is expected to be completed by Dec. 15. All WYDOT scheduling is subject to change due to weather conditions or material availability.

Thank you to everyone who joined the City and WYDOT District 1 - Southeast Wyoming for the Ribbon Cutting & Dedication of the Higley Pedestrian Underpass yesterday evening. We are grateful for the strong turnout and for the opportunity to celebrate the completion of this long-awaited project with so many of the people who helped make it possible.

The evening was also a meaningful opportunity to dedicate the underpass in memory of Patrick Casey McMorrow. We were honored to have Patrick’s mother and siblings with us for the dedication and plaque unveiling.

Thank you to our speakers — Mayor Jacquelin Wells, WYDOT Engineer Diego Fronza, Public Works & Urban Systems Director Cody Dill, and Orrin Adams with Friends of Rawlins Outdoors Group — for helping reflect on the project, the dedication, and the safer connection this underpass provides for our community.

We were pleased to welcome contractors, Urban Systems Committee members, City and WYDOT staff, community partners, and representatives from Rawlins Elementary School. RES broadcast students also stayed after the ceremony to interview Mayor Jacquelin Wells about the new underpass. A special thank you also goes to GEMS for providing the cookies and to Damien Cesko for donating the use of his sound equipment.

Thank you to everyone who played a role in bringing this project from planning to completion, and to all who joined us to honor Patrick’s memory and celebrate a safer connection for Rawlins. Now come use it and enjoy this new connection in our community!

Yesterday evening, we had the honor of joining community members, project partners, and the McMorrow family for the ribbon-cutting and dedication of the Higley Pedestrian Underpass in Rawlins.

The new underpass provides a safer connection for pedestrians, allowing people to travel beneath the highway rather than crossing the highway. It’s a meaningful investment in the safety and connectivity of the Rawlins community, and we’re proud to have played a part in bringing this project to life.

The evening included the unveiling of a plaque dedicating the underpass in memory of Patrick Casey McMorrow, followed by remarks from project partners and community leaders.

Thank you to everyone who helped make this project possible and to all those who came together to honor Patrick’s memory while celebrating this new addition to community connectivity.

Our WYDOT employees take incredible pride in projects like these that bring safety to the communities that they live and work in. We are proud to be part of a project that will make a difference for generations to come.

The community is invited to celebrate the opening of a long-awaited transportation project designed to make crossing Higley Boulevard safer for pedestrians.

The Rawlins Urban Systems Committee, @ WYDOT District 1 - Southeast Wyoming and the City of Rawlins will host a public Ribbon Cutting & Dedication for the new Higley Pedestrian Underpass on Thursday, September 24, 2026, at 5:30 p.m. The event will take place on the west side of the new underpass on Higley Boulevard near Aberdeen Boulevard / Harshman Street.

Along with celebrating the opening of the new underpass, the event will also dedicate the crossing in memory of Patrick Casey McMorrow (1970–1983). In January 1983, Patrick lost his life while attempting to cross the bypass. In July 2026, the Rawlins City Council approved naming the pedestrian underpass in his memory.

The Higley Pedestrian Underpass represents two decades of studies and efforts aimed at making North Higley Boulevard a safer route for pedestrians. The project was ultimately identified through the partnership between WYDOT and the Rawlins Urban Systems Committee as the most effective and cost-efficient solution. The completed underpass gives pedestrians a safer way to travel between the Highland Hills neighborhood, nearby schools and other locations west of the bypass without crossing the busy highway at street level. The new underpass is 9 feet tall and 12 feet wide.

The project also reflects a partnership approach to transportation improvements. More than 80% of the project funding came from the State Urban Systems program, with the remaining share funded by the Specific Purpose “6th Penny” Tax. That means the project was funded through transportation and voter-approved specific-purpose sources — not the City’s general operating fund. These funding sources are specifically intended for transportation improvements and other voter-approved community projects.

Residents are encouraged not only to attend the ribbon cutting and dedication, but also to stay involved in future transportation discussions. Community members interested in how transportation priorities are selected and what project may come next are encouraged to follow the work of the Urban Systems Committee and City Council, or attend their meetings.

‼ SCAM ALERT ‼ A phishing email claiming to be from an employee with WYDOT Driver Services has been circulating this afternoon. It warns that there is an urgent DOT compliance notice with a fake DocuSign link. This is a scam, do NOT open the link.

WYDOT is working with the state Enterprise Technology Services to address the issue.

Scammers often pose as government employees to earn trust when stealing personal information. WYDOT will never contact the public in this manner regarding any potential issues with a driver license or record.
