Cheyenne Housing and Community Development Housing & Community Development (H&CD) The H&CD Office also administers the Community Development Block Grant (CDBG) Program in accordance with the U. S.

Department of Housing and Urban Development (HUD) Code of Federal Regulations 24 CFR Part 570. Agencies with a 501(c)3 who work with the city's low income population may qualify for these funds. The yearly application cycle begins in October. Occasionally funding becomes available throughout the year for general service out of cycle projects.

The City of Cheyenne’s Housing & Community Development Division is proposing a Substantial Amendment to its 2025–2027 Consolidated Plan and Program Year 2025 Annual Action Plan for the Community Development Block Grant (CDBG) program, funded by HUD.

The amendment introduces a new goal — “Provide Safe, Decent, Affordable Housing” — and will reallocate CDBG funds to:

🏘️ Acquire property for future affordable housing.
🥫 Support a local food bank serving low‑ to moderate‑income residents.
🤝 Continue essential public service programs following the cancellation of two earlier projects.
