Founded in 2006, the nonpartisan Wyoming Women’s Legislative Caucus seeks to provide leadership training and opportunities for women across Wyoming Wyoming has a rich legacy of women in leadership, and the bipartisan Wyoming Women’s Legislative Caucus is hoping to capitalize on that legacy by working together to encourage more Wyoming women to run for office through candidate development and speaking engagements to share their own experiences.

What a whirlwind two days! I want to give a huge shoutout to the sponsors who helped bring this vision to life and the speakers who moved us with their insights (and their jokes!).

Wow… an incredible Day 1 to our 19th year of Leap into Leadership. Started the day shutting out the wind by being surrounded by the beauty of the Cheyenne Botanic Gardens. Followed by an amazing line up of speakers — Auditor Kristi Racines, gave straight talk on the workings of government offices, Katie Groke had attendees telling THEIR stories to each other, and an eye opening powerful discussion surrounding tribal governance. We ended the night with a sold out gala, lively conversation and inspiring presentations from Nina and Nima McConigley.

Whew! Buckle up tomorrow brings more of the same!

As we approach the end of February, the Wyoming Council for Women wants to take a moment to celebrate the incredible energy surrounding the 19th Annual Leap Into Leadership conference happening this week in Cheyenne!

This event is a cornerstone for women across our state, and it wouldn't be possible without the tireless work of the Wyoming Women’s Legislative Caucus. We are so proud to support their mission of fostering non-partisan leadership.

A huge THANK YOU to:

- The WyoWLC Board for their vision and dedication to the "Equality State" legacy.
- Our Legislators who take time out of a busy budget session to mentor and share coffee with attendees.
- The Guest Speakers (including keynote Nina McConigley!) for sharing their wisdom and stories of grit.

Jen Scoggin is a Shareholder at Brownstein Hyatt Farber Schreck, LLP, where she advises clients on energy development, environmental permitting, water rights, and real estate issues. She has represented mining, oil and gas, renewable energy, and construction companies on compliance and permitting with Wyoming state agencies.

Jen has also served as acting chair of the Wyoming Oil and Gas Conservation Commission and as director of the Office of State Lands and Investments, where she led efforts on land use, wildfire response, and distribution of federal relief funds. She previously served as an assistant attorney general, advising on water policy and permitting.

Christie J. Wildcat is a Northern Arapaho scholar, advocate, and community leader from the Wind River Reservation. She is Assistant Curator of the Native Collection at History Colorado Center and holds advanced degrees in Indigenous Peoples’ Law and Anthropology. Christie is pursuing her PhD with research focused on Indigenous sovereignty, community wellness, and justice.

She serves as Tribal Liaison for Missing and Murdered Indigenous People (MMIP) for the Northern Arapaho Tribe and sits on the Wyoming Women’s Foundation Advisory Board and the Wyoming State Preservation Board.

A woman rough stock rider and skater with the Naughty Pines Roller Derby, Christie brings resilience and leadership from the arena and track to her advocacy and scholarship.

What does the career trajectory look like for a woman at the highest levels of Wyoming state government?

This panel features a powerhouse group of women who oversee critical infrastructure, economic drivers, and legal frameworks for the state of Wyoming. From tourism and energy to homeland security and revenue, these leaders manage the "gears" of the state.

In this session, Shannon Stanfill, Mary Throne, Lynn Budd, Jen Scoggin and Brenda Henson share their personal "origin stories." They will discuss the pivotal moments that led them to agency leadership, the challenges of managing large-scale public operations, and how they’ve built resilient cultures within their departments. This is a must-attend for anyone looking to understand the intersection of professional expertise and public service.

Odessa Oldham was raised on a diverse livestock operation and became an advocate for Indigenous people at an early age. A National FFA officer candidate, she worked to grow FFA programs on Tribal Reservations and was part of the founding team of the Indigenous Food and Agriculture Initiative, later advocating in Washington, DC on agriculture and Indian Country issues with IFAI and the Intertribal Agriculture Council.

A fifth-generation Diné (Navajo) jeweler and silversmith, Odessa owns the jewelry business Indigenous Sister. She currently serves as Food Sourcing Manager for the Food Bank of Wyoming and sits on the Feeding America Elevating Voices Board and the Sweetgrass Food Lodge Board.
