Nicknamed "Hell on Wheels," the rowdy town of railroad workers and soldiers from nearby Fort D.A. Cheyenne did not remain a wild town for long, as a booming livestock industry attracted investment fr

om eastern and foreign cattle barons. With this new wealth, Cheyenne developed fine hotels, theaters, and the first opera house west of the Mississippi. In the 1880s, Cheyenne was the wealthiest per capita city in the world. The state Capitol's dome was even covered in gold leaf. Folks came from all over to "Live the Legend" that Cheyenne was known for. The Cheyenne Police Department was created to protect residents and visitors alike. Cheyenne is still the hub of state government, progressive business and destination for those who wish to "Live the Legend" of the old west. Much like the earlier lawmen who gave their blood, sweat and tears to protect Cheyenne from the outlaws of yesterday, the professional women and men of today's Cheyenne Police Department continue to be leaders in public safety by fulfilling its mission of "Protecting the Legend" that Cheyenne is known for. Road closures are in place - Converse Avenue is closed between Dell Range Boulevard and Storey Boulevard.

Cheyenne Police Department’s K9 U*i to get donation of body armor

K9 U*i will receive a bullet and stab protective vest thanks to a charitable donation from non-profit organization Vested Interest in K9s, Inc. K9 U*i’s vest was sponsored by Sharysse Frasco of Allendale, NJ and will be embroidered with the sentiment “Born to Love-Trained to Serve-Loyal Always”. Delivery is expected within ten weeks.

Vested Interest in K9s, Inc., established in 2009, is a 501(c)(3) charity whose mission is to provide bullet and stab protective vests and other assistance to dogs of law enforcement and related agencies throughout the United States. This potentially lifesaving body armor for four-legged K9 officers is U.S. made, custom fitted, and National Institute of Justice (NIJ) certified. Since its inception, Vested Interest in K9s, Inc. has provided over 6,513 vests valued at $6.9 million to K9s in all 50 states, made possible by both private and corporate donations.

The program is open to U.S. dogs at least 20 months old, actively employed, and certified with law enforcement or related agencies. K9s with expired vests are also eligible to participate. There are an estimated 30,000 law enforcement K9s throughout the United States.

Vested Interest in K9s, Inc. accepts tax-deductible contributions in any amount, while a single donation of $1,050 will sponsor one vest. Arrest Made Following Historic Pump House Fire

A man has been arrested in connection with a structure fire that severely damaged the historic pump house located at 1504 Dillon Avenue on May 16, 2026.

At approximately 9:30 p.m., Cheyenne Police Department (CPD) officers and crews from Cheyenne Fire Rescue (CFR) were dispatched to reports of a fire at the vacant building. Upon arrival, first responders observed that the structure was engulfed in flames, with fire extending into the roof and attic.

Crews worked to contain the blaze, which was declared extinguished at approximately 10:46 p.m. Investigators from CFR and the CPD’s Arson Unit worked together to examine the scene, collect evidence, and determine how the fire started.

The joint investigation revealed that the fire originated in a room on the south side of the building. Accidental causes - including mechanical issues, environmental factors, and nearby railroad activity - were ruled out. The building also had no utilities connected. It was concluded that the fire was human-caused, and intentionally, recklessly, or negligently ignited.

The pump house was previously used to support railroad locomotive operations and later served as a storage facility for the City of Cheyenne. The structure has been abandoned for a decade and has experienced repeated unlawful entry despite efforts to secure the property.

During the investigation, officers reviewed surveillance footage from a nearby business that captured a man, later identified as 35-year-old Christophe Carabajal, entering the property through a gap in the fence and climbing into the building through a ground-floor window shortly before the fire began. Carabajal was later seen leaving minutes before flames became visible. No other people were observed entering or exiting the property.

Carabajal was arrested yesterday, May 21, on an unrelated public intoxication charge. Detectives have submitted a probable cause affidavit to the Laramie County District Attorney’s Office supporting additional arson-related charges.

Over the past week, our Citizens Police Academy covered a little bit of everything –

We began with demonstrations from the K9 Unit - K9 U*i and Officer Koeppel showed off their drug detection and apprehension abilities.

Students then toured the Laramie County Combined Communications Center (dispatch) and learned all about the important work their telecommunicators do behind the scenes.

Classroom sessions rounded out the week: Ofc. Remers covered fi****ms law, Sgt. Reiber spoke about the Community Action Team and drug‑trafficking investigations, and Ofc. Ehlman shared vehicle‑pursuit footage.

Each recently completed an 80‑hour Police Motor Basic Course at the Northern Colorado Law Enforcement Training Center in Loveland, Colorado. The course was guided by skilled instructors from across the region - Fort Collins Police Services, Greeley Police Department, Cheyenne Police Department, and the Laramie County Sheriff’s Office.
