REOPENING CHICAGO EARLY JUNE! (Here are the details)

Dear Chicagoan,
Today, Mayor Lightfoot and the Chicago Department of Public Health (CDPH) announced that Chicago is on track to be ready to move to phase three of its reopening framework in early June. Based on our progress on several key health metrics, the City is poised to transition from phase two (“Stay-at-Home”) to phase three (“Cautiously Reopen”), as outlined in the updated “Protecting Chicago” framework, sometime in early June.

The exact date of the transition to phase three will be based on the health data and we will share that timeline as soon as it is announced by Mayor Lightfoot and CDPH. This email will provide you with an overview of the industries that can plan on reopening in some capacity when we make this transition in early June. Next week, we will be issuing industry-specific guidance that will ensure a safe and cautious reopening at these businesses.

During phase three, the earliest industry sub-sectors allowed to open at limited capacity will be:

Childcare centers
In-home family childcare
Parks (non-Lakefront, does not include contact sports)
Office-based jobs
Professional services
Real estate services
Outdoor attractions (e.g. boating and non-Lakefront golf courses)
Retail stores (non-essential)
Personal services (e.g., hair/nail salons, barbershops, tattoo parlors)
Restaurants and coffee shops (outdoor dining)

The industry-specific guidelines that will be released next week will include additional clarity on these sub-sectors, details on how these businesses can engage in healthy interactions between workers and customers, how to maintain safe working spaces and conditions, and how to design and monitor workplace operations to create flexibility and further ensure safety for employees and customers. These guidelines will include guidance on capacity restrictions for industries and details on the outdoor dining at restaurants and coffee shops that will be allowed under phase three. As a reminder, BACP continues to process sidewalk café permits.

Other industry sub-sectors may open later in phase three if proper safety measures can be put in place. More information on those guidelines will be forthcoming:

Summer programs & youth activities
Religious services
The Lakefront
Limited-capacity outdoor performances

Schools, playgrounds, bars and lounges, and large venues (stadiums, indoor theaters, music venues, convention centers) will remain closed for the time being. We plan on providing more information in the coming weeks and months regarding the next phases of reopening.

While we have made significant health progress, we are by no means out of the crisis. Businesses should continue to follow the guidelines of phase two and the current Stay at Home Order until the health metrics indicate that we are ready for phase three. As a reminder, under phase two, non-essential businesses should remain closed expect for curbside pick-up and delivery of retail items. Again, we anticipate the transition to phase three occurring in early June and we will communicate the specific timeline as soon as it is announced.

With 2.7 million residents, our city is facing unique challenges during the COVID-19 outbreak and it is critical that we continue to follow the guidance of our local health experts as we prepare to cautiously reopen. To help answer questions about the transition to phase three, we will be announcing a series of webinars next week as specific industry guidance is released.

Stimulus Checks
If you check your bank account and find your stimulus check deposited, you may be among the first taxpayers to receive a stimulus check. The first stimulus checks were deposited into bank accounts starting last Thursday. Taxpayers shared the good news on social media, with some posting photos of their online bank accounts.

Single taxpayers who earned less than $75,000 and filed a 2018 or 2019 federal income tax return can expect a $1,200 stimulus check. Married couples filing jointly who earned less than $150,000 can expect $2,400 and each dependent child age 16 or younger can receive $500.

What if your stimulus check isn’t in your bank account?

If your check is in the first batch of stimulus checks, you may receive your stimulus check in your bank account by April 14, 2020. Treasury Secretary Steven Mnuchin has said most Americans will receive their stimulus check by April 17. If you don’t receive your stimulus check by then, don’t panic. Most likely, one of two things has happened:

You don’t qualify for a stimulus check based on your adjusted gross income earned; or
You didn’t provide your banking information to the IRS on your 2018 or 2019 federal tax return.

It’s important to understand the income thresholds to receive a stimulus check. First, there is no minimum adjusted gross income threshold. However, there is a maximum income threshold. The stimulus check amount phases out by $5 for every $100 above certain income levels based on your tax filing status:

Single Filer: $75,000
Married/Joint Filer: $150,000
If your adjusted gross income is less than these amounts, you can receive the full stimulus check amount of $1,200 for single taxpayers, $2,400 for married couples filing jointly and $500 for each dependent child age 16 or younger. If you are a single tax filer who has adjusted gross income greater than $99,000 or a married couple filing jointly with no children that earns more than $198,000, then you won’t qualify for a stimulus check.
You didn’t provide banking information to the IRS

So, you didn’t provide any banking information to the IRS? No worries. First, you can receive a paper check. The IRS will start sending paper stimulus checks to taxpayers on April 24. Taxpayers with the lowest annual adjusted gross income will receive their stimulus check first, beginning with those who earn less than $10,000. Each week, approximately 5 million paper stimulus checks will be sent at increasing income increments. For example, stimulus checks will be sent to those who earn $10,001 - $20,000 on May 1. This process will continue each week from May to September until all stimulus checks have been distributed.

How can you get your stimulus check faster?

By April 17, the IRS will launch a new online tool called “Get My Payment.” Once it’s available on the IRS website, you can enter your direct deposit banking information and other basic information so you can receive your stimulus check faster.

Effective April 9, 2020, all liquor sales are now prohibited after 9 p.m. until further notice in the City of Chicago. Any premises licensed under Section 4-60 must cease liquor sales daily at 9pm until the hour at which the licensee is permitted to reopen under Section 4-60-130. Enclosed I have provided a copy of the “Notice of Suspension of Liquor Sales after 9pm” and the poster that follows. To stop the spread of COVID-19 and protect Chicago’s communities, the City of Chicago has also implemented the following change to the Municipal Code to discourage congregating (“gathering”) outside of establishments and ensure social distancing.

Treasury, IRS Launch Online Tool to Help Non-Filers Receive Economic Impact Payments

New online tool developed to help millions of taxpayers who do not normally file tax returns to submit information needed to receive payments

WASHINGTON – Today, the U.S. Department of the Treasury and the Internal Revenue Service launched “Non-Filers: Enter Payment Info Here,” a web portal where Americans who did not file a tax return in 2018 or 2019 can submit basic personal information to the IRS so that they can receive payments. In order to speed payments, individuals should enter their bank account information and their payment will be directly deposited in their bank account.

“The ‘Non-Filers: Enter Payment Info Here’ web portal is a tool for Americans who are not required to file tax returns to make sure they receive their payment as quickly and safely as possible,” said Secretary Steven T. Mnuchin. “Our teams at Treasury and the IRS are working around the clock to ensure American workers and families receive their Economic Impact Payments.”

Go to IRS.gov and click on the “Non-Filers: Enter Payment Info Here” button. The tool will request basic information to confirm eligibility, calculate and send the Economic Impact Payments:

Full names and Social Security numbers, including for spouse and dependents
Mailing address
Bank account type, account and routing numbers
Later this month, the IRS will launch a separate online application, “Get My Payment,” which allows taxpayers who filed their tax return in 2018 or 2019 but did not provide their banking information on their return to submit direct deposit information so that they can receive payments immediately, as opposed to checks in the mail. “Get My Payment” will also allow taxpayers to track the status of their payment.

Social Security recipients who did not file a tax return in 2018 or 2019 do not need to use this form or take any action, and will have their payment made in the same manner that they receive their social security payments IRS will use the information on the Form SSA-1099 and Form RRB-1099 to generate $1,200 Economic Impact Payments.

The COVID-19 virus is not a living organism, but a protein molecule (DNA) covered by a protective layer of lipid (fat), which, when absorbed by the cells of the ocular, nasal or buccal mucosa, changes their genetic code, (mutation) and converts them into aggressor and multiplier cells.

Since the virus is not a living organism but a protein molecule, it is not killed but decays on its own. The disintegration time depends on the temperature, humidity and type of material where it lies.

The virus is very fragile; the only thing that protects it is a thin outer layer of fat. That is why any soap or detergent is the best remedy because the foam CUTS the FAT (that is why you have to rub so much: for 20 seconds or more, to make a lot of foam). By dissolving the fat layer, the protein molecule disperses and breaks down on its own.

HEAT melts fat; this is why it is good to use water above 77 degrees Fahrenheit for washing hands, clothes and everything. In addition, hot water makes more foam and that makes it even more useful.

Alcohol or any mixture with alcohol over 65% DISSOLVES ANY FAT, especially the external lipid layer of the virus. Bleach works better directly because it dissolves the protein and breaks the virus down. Follow the dilution instructions from the bleach bottle (stronger dilutions than instructed just make the solution more toxic to you, not the virus).

Oxygenated water helps long after soap, alcohol, and chlorine because peroxide dissolves the virus protein, but you have to use it pure and it hurts your skin. NO BACTERICIDE OR ANTIBIOTIC is directly useful in destroying the virus. The virus is not a living organism like bacteria; antibodies cannot kill what is not alive. Note: there are bactericides that are also antivirals, such as some metals in nanoparticles or some compounds of silver, gold, and zinc.

Do not shake used or unused clothing, sheets or cloth. While it is glued to a porous surface, it is very inert and disintegrates only between 3 hours (fabric and porous), 4 hours (copper and wood), 24 hours (cardboard), 42 hours (metal) and 72 hours (plastic).

But if you shake it or use a feather duster, the virus molecules float in the air for up to 3 hours and can lodge in your nose. The virus molecules remain very stable in external cold, or in air conditioners in houses and cars. They also need moisture to stay stable, and especially darkness. Therefore, dehumidified, dry, warm and bright environments will degrade it faster.

Ozone from negative ion generators attract the virus particles and destroy them. However, ozone is harmful to breathe. Such units are possibly best for hallway entranceways where you keep potentially exposed clothing (this is where I am running a unit). Negative ion generators are sold as deodorizers as they attract and oxidize particles in the air including mold.

UV LIGHT sterilizers are effective in breaking down virus protein (line of sight). For example, to disinfect and reuse a mask is perfect. But be careful as the 254nm wavelength of UV light also breaks down collagen (which is protein) in the skin causing sunburn (eyes are particularly sensitive and may be harmed).

Vinegar is NOT useful because it does not break down the protective layer of fat.

Drinking SPIRITS / VODKA are not useful. The strongest vodka is 40% alcohol, and you need 65%. LISTERINE could be useful as it is 65% alcohol. You have to wash your hands before and after touching mucosa, food, locks, knobs, switches, remote controls, cell phones, watches, computers, desks, the TV, etc., and when using the bathroom.

You have to moisturize dry hands from so much washing because the molecules can hide in the micro cracks. The thicker the moisturizer, the better. Also, keep your NAILS SHORT so that the virus does not hide there.
