Congratulations to Officer Haley Gilham on being named UPD’s 2025 Officer of the Year!

The award was presented by the Chico Noon Exchange Club and hosted at Canyon Oaks Country Club. Officer Gilham’s exemplary service, professionalism, and commitment to our community reflect the highest standards of our department.

RETIREMENT!

Today marks the final shift for Sergeant William Kolb, closing an incredible 19-year career in law enforcement.

Beyond his role as Patrol Sergeant, his service included 15 years on the Chico PD Crisis Negotiator Team, Field Training Officer (FTO), Investigations, Background Investigator, Peer Support Team, and our local Union Director.

If you ask him about his favorite part of the job, he’s likely to share with you that it was serving the community and working with students and staff to create a safe place to learn.

“My own son went to school here, so I take pride in that.”

Kolb also reflects that his time as a Detective was the most rewarding chapter of his career—a role where he truly felt he was able to help people, especially victims.

And throughout it all, he has remained deeply passionate about peer support and officer wellness, consistently advocating for those who serve alongside him.

What’s next? Teaching and more time with family! Sgt. Kolb has been actively instructing at the Yuba College Police Academy for over 12 years, and that commitment is likely to continue into his next chapter.

Thank you, Sgt. Kolb, for nearly two decades of service, leadership, and dedication. Enjoy a well-earned retirement—you will be missed.

Captain Christopher Shippen and Public Safety Dispatcher Randi Brewster were recognized today for their significant contributions to the criminal arson investigation at Bidwell Mansion in December 2024. This complex case required extensive teamwork and coordination among numerous agencies throughout our region.

We are proud to announce that both Captain Shippen and Dispatcher Brewster were among those selected to receive the California Department of Parks and Recreation’s Director’s Special Commendation Award. This award honors exceptional accomplishments and exemplary conduct that further the mission, goals, and core values of the department.

UPD recently took a report from a student regarding a stolen scooter. Officers conducted an investigation and were able to recover the scooter and return it to the owner. If you bring a bike or scooter to campus be sure to register it for free at UPD or online so we can help return it in the event it is stolen.

Wildcat community! Help UPD locate a student’s truck that was taken from University Village this week. We’re looking for a silver 2015 Crew Cab Tacoma with California license plate # 09846V3. If you see it, call UPD at 530-898-5555 or your local law enforcement agency. The truck has two distinct white stickers in the rear window, and a small dent in the rear bumper on the drivers side.
