HELLO ADVOCATES!!!

The U.S. Department of Housing and Urban Development (HUD) recently released a proposal to alter the Equal Access Rule, which would decimate the existing provisions that ensure equal access, regardless of gender identity, to HUD programs. While the current Rule protects gender expansive communities, this attack ultimately harms all people experiencing homelessness across the country, regardless of gender identity.

To protect the Equal Access Rule, we need large-scale opposition to protect our neighbors.


Unopposed, this proposal mandates that HUD-funded programs must provide services based on biological s*x, not gender identity. HUD-funded shelters will be required to discriminate against gender expansive people, and HUD will remove any protections against discrimination based on gender identity and s*xual orientation. The proposal threatens to:
• Worsen disparities for already vulnerable gender expansive populations
• Exclude people from accessing vital services
• Increase needless burdens for providers and detract from the work of solving homelessness
• Reduce trust in the people and systems working to get people safely housed
• Increase visible homelessness and strain local budgets
We’ve beaten this before. The first Trump Administration tried, and failed, to weaken the Equal Access Rule. A nationwide campaign mobilized over 60,000 public comments in response, successfully blocking the harmful proposals and defending protections for gender-expansive people. Advocacy Update: Federal Homelessness Funding

U.S. Department of Housing and Urban Development (HUD) recently released the FY 2026 Continuum of Care Program Notice of Funding Opportunity (NOFO) which make significant changes to the way programs are funded. The Continuum of Care Program is the largest federal response to homelessness. Through this program, HUD provides grants to organizations to operate homeless assistance programs as part of local, coordinated responses to homelessness.

The FY2026 NOFO makes approximately $4.04 billion available nationally to nonprofits, local governments, states, and tribes working to reduce homelessness.

This year's NOFO represents a notable policy shift. HUD is explicitly moving away from a Housing First framework and emphasizing transitional housing projects, service participation requirements, and treatment and recovery.

Specifically:
• $1.3 billion is set aside for new projects, with priority given to Transitional Housing (TH) and Supportive Services Only (SSO) programs — a reversal from recent years when Permanent Housing received roughly 88% of CoC funding. This means that HUD is taking close to 30% of CoC Program funding that may otherwise have been used to support renewal projects to create new TH and SSO projects
• Competition is dramatically increased: Tier 1 funding is set at only 60% of a CoC's Annual Renewal Demand, meaning 40% of renewal funds are now competed — up sharply from prior years.
• HUD is discouraging harm reduction approaches and explicitly prohibiting grantees from distributing drug paraphernalia or knowingly allowing illicit drug use on-funded properties.
• Supportive service participation requirements (e.g., job training, treatment enrollment) are encouraged as a condition of receiving housing assistance and required for new TH projects.
• Domestic Violence funding: An additional $104 million is available specifically for DV Bonus projects, now including Transitional Housing as an eligible use.

Organizations currently receiving CoC Program funds or who are interested in applying for CoC Program funds should contact their local Continuum of Care lead for details about local process.

A 70-year-old woman from Texas has invested $150,000 of her retirement savings to create a charming tiny-home village specifically tailored for older women in search of affordable, community-oriented living.

Named “The Bird’s Nest” and located in Cumby, the project features compact homes available for rent at approximately $450 per month. It provides a much-needed alternative for women in their 60s, 70s, and 80s who wish to preserve their independence while avoiding the loneliness that often accompanies aging. Residents live in close proximity, sharing meals, assisting one another with daily errands, and offering mutual support in everyday life.
