🏆2026 Large Agency Chief of the Year Award 🏆
Please join us in congratulating Kelly Marshall on being named the 2026 Large Agency Chief of the Year by the Oklahoma Association of Chiefs of Police during the annual OACP banquet held on May 21st.
This prestigious award is presented to an Oklahoma Chief Law Enforcement Officer serving a population of over 10,000 who has distinguished themselves through exceptional leadership, professionalism, and service to their community.
Chief Marshall joined the Choctaw Police Department in 2019, but her career in law enforcement spans more than four decades. Through her leadership, professional involvement at both the state and local levels, and unwavering commitment to public service, she has helped guide our agency toward higher standards, stronger policies, and a progressive vision for the future of policing in Choctaw.
OACP Executive Director Steve Whitlock stated, “Chief Marshall has consistently demonstrated integrity, vision, and dedication in serving both her agency and community. She is highly deserving of this honor and we are proud to recognize her achievements.”
Chief Marshall’s commitment to this community extends far beyond the badge. Her passion for helping others has been evident through initiatives that ensure hundreds of children receive Christmas gifts and families are able to share a holiday meal together. She has also been a strong advocate for senior citizens, victims of domestic violence, and programs that provide free cell phones to survivors seeking safety and independence.
In addition to Chief Marshall receiving this incredible honor, the Choctaw Police Department was also formally recognized by the Oklahoma Association of Chiefs of Police for achieving Accreditation through the Oklahoma Law Enforcement Agency Accreditation Program.
To put this accomplishment into perspective, out of nearly 600 law enforcement agencies across Oklahoma, only 47 have been recognized as a Verified Agency. This recognition represents countless hours of work reviewing and strengthening policies, procedures, training, and day-to-day operations to ensure compliance with state standards and alignment with best practices in modern policing. Achieving accreditation is a significant milestone that reflects this department’s commitment to professionalism, accountability, and providing the highest level of service possible to the citizens of Choctaw.
As officers of the Choctaw Police Department, we are incredibly thankful for Chief Marshall’s leadership, support, and dedication to both this agency and the community we proudly serve every day. Her leadership has helped position this department for continued success, and both of these recognitions are well deserved.
