Red River County and TxDOT Partner to Promote Traffic Safety Through STEP Grant and Operation Slow Down

RED RIVER COUNTY, Texas — During a recent meeting of the Red River County Commissioners Court, Monica Yates presented information regarding the Selective Traffic Enforcement Program (STEP) Grant and the upcoming Operation Slow Down traffic safety campaign, highlighting the continued partnership between Red River County and the Texas Department of Transportation (TxDOT).
Yates explained that the STEP Grant provides funding and support for increased traffic enforcement efforts aimed at reducing crashes, injuries, and fatalities on Texas roadways. Through this partnership, local law enforcement agencies are able to dedicate additional patrols and enforcement efforts during high-risk traffic periods.
As part of the initiative, Red River County will participate in Operation Slow Down, a targeted traffic enforcement campaign focused on reducing speeding and encouraging safer driving habits throughout the county. The campaign will include increased patrol visibility, speed enforcement, and public awareness efforts designed to remind motorists to obey posted speed limits and drive responsibly.
“TxDOT and Red River County are working together to make our roads safer for everyone,” Yates told Commissioners Court. “These programs help provide the resources needed to reduce dangerous driving behaviors and protect the public.”
County officials emphasized that speeding continues to be a major factor in traffic crashes across Texas, and programs like Operation Slow Down are intended to increase awareness while preventing accidents before they occur.
The Commissioners Court expressed appreciation for the continued cooperation between TxDOT and local law enforcement agencies in promoting roadway safety and protecting Red River County residents and visitors.

RED RIVER COUNTY SHERIFF’S OFFICE REMINDS LOCAL DRUG TRAFFICKERS THAT RUNNING OUT THE BACK DOOR IS NOT A LEGAL DEFENSE
On May 14, 2026, the Red River County Sheriff’s Office Street Crimes Unit, under the direction of Lieutenant Freddy Booker, executed a narcotics search warrant at a residence in Clarksville following an investigation led by Sergeant Investigator Mike Taylor.
After hours of surveillance and investigative work, officers obtained and executed the warrant, uncovering what can only be described as a “starter kit for several felony charges.” Investigators seized quantities of co***ne, methamphetamine, ecstasy (M**A), and other narcotics from inside the residence. Also recovered were an AR-style rifle equipped with a loaded 60-round magazine and a substantial amount of U.S. currency.
As investigators made entry into the residence, Markeath Tarrell Garcia of Clarksville allegedly attempted a rapid but unsuccessful exit strategy through the back door. Unfortunately for Garcia, investigators had already anticipated this possibility and were waiting to personally congratulate him on his poor timing.
Garcia was taken into custody and booked into the Red River County Jail on the following charges:
• Manufacture/Delivery of Controlled Substance PG 1, Over 4 Grams Less Than 200 Grams
• Manufacture/Delivery of Controlled Substance PG 2, Over 4 Grams Less Than 400 Grams
• Manufacture/Delivery of Controlled Substance PG 4, Over 400 Grams
• Manufacture/Delivery of Controlled Substance PG 3, Over 28 Grams Less Than 200 Grams
• Manufacture/Delivery of Controlled Substance PG 1, Less Than 1 Gram
Authorities advised that the charges will be enhanced due to the residence being located within 1,000 feet of a school. A reminder that operating a narcotics business near children is an exceptionally poor career decision.
The Red River County Sheriff’s Office was assisted by investigators and Troopers with the Texas Department of Public Safety during the ex*****on of the search warrant and arrest.
The Red River County Sheriff’s Office remains committed to combating narcotics trafficking throughout Red River County.
Garcia is presumed innocent until proven guilty in a court of law.

The Red River County Sheriff’s Office is aware of recent social media posts connected to an online account that has caused concern among parents, students, and members of the Avery community.

Our Office is actively investigating this matter in coordination with Avery ISD and other appropriate partners. We are taking all information seriously and following every available lead to determine the source of these posts and whether any credible threat exists.

At this time, no confirmed credible threat has been identified. However, we understand the concern this situation has created, and we are continuing to monitor and investigate it closely.

We ask the public to assist us by:

- Reporting any relevant information, screenshots, usernames, or messages
- Avoiding the spread of rumors or unverified claims on social media
- Encouraging students to speak up if they know anything related to this account

Anyone with information is encouraged to contact the Red River County Sheriff’s Office directly.

The safety of our schools, students, and community remains our highest priority. We appreciate the patience and cooperation of the public as this investigation continues.

Red River County Sheriff’s Office K9 Stingray has received donation of body armor

Red River County Sheriff’s Office, TX, K9 Stingray has received a bullet and stab protective vest thanks to a charitable donation from non-profit organization Vested Interest in K9s, Inc. K9 Stingray’s vest was sponsored by Brittany Sims of Greenville, TX and embroidered with the sentiment “In memory of K9 Officer Phil Prather”.

Vested Interest in K9s, Inc., established in 2009, is a 501(c)(3) charity whose mission is to provide bullet and stab protective vests and other assistance to dogs of law enforcement and related agencies throughout the United States. This potentially lifesaving body armor for four-legged K9 officers is U.S. made, custom fitted, and National Institute of Justice (NIJ) certified. Since its inception, Vested Interest in K9s, Inc. has provided over 6,348 vests valued at $6.9 million to K9s in all 50 states, made possible by both private and corporate donations.

The program is open to U.S. dogs at least 20 months old and actively employed and certified with law enforcement or related agencies. K9s with expired vests are also eligible to participate. There are an estimated 30,000 law enforcement K9s throughout the United States.

Vested Interest in K9s, Inc., accepts tax-deductible contributions in any amount, while a single donation of $1,050 will sponsor one vest. The Red River County Sheriff's Office is asking for the public's assistance in identifying this individual involved in a burglary investigation.

On Saturday, March 21, 2026, at approximately 10:06 P.M., deputies responded to 301 Halesboro St., Bogata, TX after receiving a report of a suspect unlawfully entering the business. During the incident, the suspect forced entry into the business and stole items.

Stolen Motorcycle Recovered; Suspect Arrested Following Flock Safety Alert

On Friday, February 13, 2026, the Red River County Sheriff’s Office received an alert from the Flock Safety automated license plate recognition (ALPR) system indicating that a motorcycle reported stolen had entered Red River County traveling westbound on U.S. Highway 82 near Detroit. The alert advised that the vehicle had recently been reported stolen and was actively being tracked through the camera network.

At the time of the notification, three deputies were patrolling in close proximity to the reported location. Deputies immediately coordinated efforts and positioned themselves along major roadways outside the Detroit city limits in an attempt to intercept the motorcycle before it could exit the area. When the vehicle was not observed along primary travel routes, deputies determined it was likely still within the city limits.

Deputies initiated a systematic search of the city. Through proactive investigative efforts, deputies successfully located and recovered the stolen motorcycle within the City of Detroit.

The individual found in possession of the motorcycle was identified as Gary Wayne Buford, 62, of Detroit. Buford was taken into custody without incident. During the course of the arrest, Buford was also found to be in possession of a controlled substance, resulting in an additional charge of Possession of a Controlled Substance Penalty Group 1/1-B >=1G
