The Scotts Valley Advisory Council is meeting tonight, with updates and discussion covering BLM lands and Cow Mountain, prescribed burns, groundwater, flooding, fire mitigation and other issues affecting the Scotts Valley area.

Neil Craig, Field Manager for the Bureau of Land Management’s Ukiah Field Office, is also scheduled to provide updates on BLM priorities and management in the area.

Nearly half of Lakeport’s initially estimated delinquent utility balance was paid before the final list reached the City Council.

At the August 4 meeting, the city’s Finance Director reported that the remaining delinquent water, sewer, and solid waste accounts totaled $17,125.83 down from an earlier estimate of approximately $33,000 after customers brought their accounts current.

Unpaid accounts held in a property owner’s name can be submitted to the Lake County Auditor Controller for collection through the property tax roll. Tenant-held accounts are handled differently and sent to collection agencies.

Over the past year, approximately $45,300 in tenant held debt was sent to collection agencies, but only $1,338.74 was recovered a rate of less than 3%. The agencies also retain 40% of anything successfully collected.

Despite that challenge, Lakeport’s overall uncollected utility rate was reported at 0.9%, below the 1.25% level that could prompt a review of the city’s collection practices.

Following the public hearing, the council approved submitting the final eligible accounts for collection through the property tax roll.

During the August 4 City Council meeting, officials discussed a new fee schedule affecting services including planning, building, engineering, code enforcement, police, finance, and administration. Staff said the proposed rates were compared with those charged by the City of Clearlake and Lake County and were intended to recover more of the city’s actual costs.

Some larger increases will be phased in over four years, and the council retains the ability to pause future increases if they appear to be discouraging development. Not every fee is going up: council members heard that the architectural design and review fee would decrease from $1,900 to $716. One council member also noted that the average increase among building-related fees was approximately 92%.

The council ultimately approved the new fee schedule.

Sometimes change begins over coffee, in a grocery store line, or in a conversation between two people who don’t agree on everything.

During public comment at the August 4 Lakeport City Council meeting, Elaine Brown reflected on a day spent talking with people throughout Lake County. She also thanked Council Member Parlet for his mentorship and pointed to their friendship as an example of how disagreement doesn’t have to stop people from finding common ground.

Her message was a timely one. We don’t have to think alike on every issue to sit at the same table, recognize what we share, and work toward positive change.

After concerns were raised about Lakeport’s proposed cattle-grazing agreement, city staff returned to the council with additional information.

At the August 4 meeting, Utilities Director Paul Harris said staff reviewed the proposal rankings, performance under the existing agreement, industry standards, and allegations of conflicts or preferential treatment. Harris reported that staff found no evidence that improper considerations influenced its recommendation.

According to the disclosed scoring, Humboldt Auction Yard received the highest overall composite score, followed by Strong Made Genetics, Black Gold Cattle Company, and AM Land and Cattle.

The discussion continued from there, with questions about local preference, fencing, compliance with the previous agreement, and the evaluation process. The council ultimately voted 4-1 to authorize the new license agreement with Humboldt Auction Yard.
