Village of Cleveland Minutes for May 7, 2026
Village President called the meeting to order at 6:30 pm.
Present were Village President Steve Ballegeer, President Pro-Tem Leo Henkelman, Trustees Scott Flaker, Tammy Quillin, Kathy Shannon, Mary Slaughter, Treasurer Lisa Sides, and Clerk Linda Flaker. Absent were Trustee Sheri Stout, and Attorney Zac Lassard.
Village President Steve Ballegeer led the room in the Pledge of Allegiance.
Minutes of April 2, 2026 were presented. S. Flaker and motioned to approve minutes and was seconded by L. Henkelman. Minutes approved by voice vote.
Financial report for April 2026 was presented. L. Henkelman motioned to approve the report as presented and was seconded by T. Quillin. Financial report was approved by voice vote.
Bills for May were presented. S. Flaker motioned to pay bills for February and was seconded by M. Slaughter. Bills for May were approved by voice vote.
Agenda:
1. Ordinance Review: Clerk Flaker proposed that Ordinance 2023-01 be hereby referred to as Ordinance #2. Passed by voice vote to change numbering. Ordinance #3, Box Car/Shack/ Structure, was presented for review and was recommended that the building ordinance and flood mitigation ordinance be incorporated into the ordinance. Ordinance #4, Loud Noises, was also presented for review.
2. Port-A-Potties: One unit has been ordered for the pavilion which is being used on May 17, 2026. It was decided to wait until June to see if one will be needed at the boat ramp.
3. Mosquito Control: Village has mosquito repellent pucks that will be placed in standing water from the flood.
4. Road Repair E High St and Broadway: It is the responsibility of the state to repair it.
5. Return-To-Work Policy: A policy is required by RMA for our part-time employee. A written policy will be made and presented in June.
6. President’s report: Ballegeer has obtained School Bus sign for $24 and a Stop Sign for $22 at an auction. He will place the school bus sign on Washington St. Also purchased a set of loppers for trimming low branches. K. Shannon asked if a Slow Down sign could be placed close to the park. Clean-up from flood is still on going. S. Ballegeer and L. Sides inspected street lights. Located 6 possible sights for new light poles. Each pole will cost $11 per month. Ballegeer will call and set up installation.
The following are locations for installation of street lights approved by the board of Trustees:
Maple Street between Blanch Slagle and Steve Ballegeer
Franklin Street across from park by pet signs
Vine Street between Kathy Shannon and park
Thurston Street between Stohl and vacant lot
Main Street by Tucker house
7. Clerk’s report: Clerk reminded everyone to send in their Statement of Economic Interest.
5. Trustee’s report: S Flaker stated the his neighbor is willing to allow the village to borrow his lawn roller when need. Ballegeer will contact him. L. Henkelman is still trying to work with Silver Jackets about flood elevations.
6. Public comment: Jim Thompson reminded all that property taxes are coming up. Also, County Rest Home is having problems in several areas.
7. Adjourn – L. Henkelman motioned to adjourn and was seconded by S. Flaker. Motion carried by voice vote at 7:29 pm.
