Water System Update

Over the past two days, several water main breaks have occurred due to flooding and storm-related washouts. CPWA crews are operating at full capacity and responding as quickly as possible.

As of this morning, Friday, July 31, 2026, only five homes remain without water service. The affected customers have been notified and are receiving updates as repairs continue.

A boil water advisory has NOT been issued. If you currently have water service, your water is safe to use.

During the repair process, you may experience temporary fluctuations in water pressure, discolored water, or air in your water lines. This is normal and should not be a cause for concern.

If discolored water or low water pressure persists for several hours, please contact the Water Authority at 518-383-1122.

NEW Billing Software Updates!
We’ve upgraded our billing software to provide you with a faster, more convenient, and highly secure payment experience!

• If your previous water billing account number had preceding zero's it will be changed to numbers only (ex. #001230-01 will now be 1230-1; Acct # 000123 will now be 123-0).
• New Online Bill Pay Portal: You will now have 24/7 access to securely view real-time account details, track water consumption data, and pay your bill online.
• New Account PINs: To link your account to the new online portal, you will use a unique Personal Identification Number (PIN) found in the top-left section of your new quarterly bill. If you don’t know your PIN please call our office at 518-383-1122 to get your PIN.

The new system will now offer a Web Integrated Payment Processing (WIPP) secure online portal that will allow you to pay your CPWA water bill online. It supports both one-time quick payments (using account number and PIN) and registered account logins. As a registered user, you can save accounts, store payment methods, and schedule payments. This is a fee-based service. Processing fees are assessed from the company processing these electronic payments. They are as follows: $1.95 for electronic checks (online ACH) and 2.95% for credit or debit card transactions. To access this option please visit our website www.cpwa.org and click on Pay Utility Bill under the Quick Links section. Please note: Once you have processed your payment it cannot be reversed or refunded.

All customers will have to register for a new online portal account. If your account has been previously enrolled in the ACH Direct Withdrawal (bank draft), do not pay your bill through the WIPP portal as this can result in a double charge to your bank account. Please call our office at 518-383-1122 if you have any question regarding your automatic payment option.

The ACH Direct Withdrawal (Traditional ACH) program is completely FREE, allowing you to avoid the online transaction fees associated with the WIPP portal. The CPWA will manually process your paper authorization form to pull funds straight from your bank account every quarter by means of electronic funds transfer – with no paper check involved! To enroll: Complete the ACH Direct Withdrawal form (call or stop by the office to get form) and drop off or mail the completed form to:

Update to the odor in the water.

Testing shows all levels are within limits and the water is safe.

Last week we completed maintenance on the water plant and raw water wells prior to the water plant. Specific valves within the system were also maintained. All of this work would have caused reverse flows in the mains and would stir up the water. Along with the quick deep freeze as this slows the ability to precipitate the iron out of the water, can be causes of the odor concerns.

Current reports are of the odor specifically from hot/warm water. This is due to the hot water tanks needing time to turn over and get fresh water into it. Heating the water changes the chemistry of the water and can cause different odors, tastes and other aesthetic concerns.

If returning from vacation, understand that the water has been heated and sitting in the hot water tank the entire time you were away. If you observe a taste or odor issue you will want to flush the hot water to renew the water in the tank. This can be done by simply using the water for a period of time.

Thank you for your patience,
CPWA

There have been a few reports of an earthy/musty odor and taste of the water. This is due to mineral shifts in the water. As the temperature of the air and water drop natural minerals within the water can shift and cause different aesthetics of the water including taste, odor, color, cloudiness, etc. With the recent change in temperatures the minerals of iron and manganese have caused the observed metallic or earthy taste and odor.

CPWA is monitoring the concern and can verify that we are reading appropriate chlorine residuals (verifying disinfected water) and all minerals are within state regulated requirements. This means the water is safe to drink.

Please know that we are taking daily readings for verification of water quality. Any concerns will be posted to our website, social media and media outlets.
