🐾 New Animal Cruelty Protections Now in Effect in Iowa 🐾

As of July 1, 2026, Iowa's new Ember's Law has strengthened penalties for serious animal cruelty offenses and expanded protections for companion animals.

Under the new law, intentional animal torture is now a Class D felony on a first offense, with penalties that can include up to five years in prison and fines exceeding $10,000. Repeat offenders may face even more severe felony charges.

Iowa law also prohibits animal abuse, neglect, torture, and abandonment. Residents are encouraged to report suspected animal cruelty to help protect animals from harm and ensure appropriate enforcement action.

If you suspect animal abuse, neglect, or abandonment within the City of Clinton, contact the Clinton Police Department or Clinton Animal Control at (563) 242-9211.

📢 Special Plan Commission Meeting Agenda Published

The agenda for a Special Plan Commission Meeting has been published and is available for public review. The meeting will be held on Wednesday, July 15, 2026, at 5:00 p.m. at the Eagle Point Park Lodge, 4101 North 3rd Street.

The primary agenda item is a proposed ordinance amendment establishing zoning regulations for data centers within Clinton's industrial districts.

The Plan Commission's role is to review proposed zoning and land use regulations and make a recommendation to the City Council. The commission does not negotiate, approve, or make decisions regarding development agreements. Those matters, if presented in the future, would be considered separately by the City Council.

City Hall, the Fire Department – Building Safety Division, the Clinton Public Library, and the administrative offices at the Ericksen Community Center will be closed on Friday, June 19, 2026 for staff development. All phone calls will be returned on Monday, June 22, 2026, when normal office hours will resume.

The Rec Fitness Center at the Ericksen Community Center will remain open on Friday, June 19, 2026 with KISI App access. All evening programming at the Ericksen Community Center will take place as scheduled.

The MTA Administrative offices will be open on Friday, June 19, 2026 (regular scheduled hours). All bus routes and para transit services will be operational on Friday, June 19, 2026.

The administrative offices at the Police Department will be open on Friday, June 19, 2026 (regular scheduled hours).

Garbage and recycling collection will NOT be delayed. Collection will take place as scheduled on Friday, June 19, 2026.

Not sure if I want a data center or not, but I will fact-find to get the information necessary to make an informed decision.

Some MIS-INFORMATION currently out there:
- The area “They” are looking at is zoned industrial, not agriculture
- “They” are not TAKING anyone’s land. All owners are selling at a very nice price.
- “They” use a closed loop system that uses approx 50,000 gallons of water/month. It only gets flushed if necessary. They have never had to flush one to-date. They are going on 7/8 years. They consume more water building the facility because of the concrete work.
- Alliant will handle the electrical grid. If they need to expand, “They” are willing to pay the full amount.
- I spoke with Altoona, they have no noise that emits from their 2 data centers. One is a 6.5 million sf Meta facility.
“They” said they also have no noise. I then asked about a hum or vibration. This question had never been asked so they will get back with an answer.

The name has not been released because “They” have not decided to come here yet. If they do, there will be public meetings, several of them for you to all ask questions you have.

I can say this… I don’t know if I want a data center or not. “They” seem to make upgrades with every facility they build. And their track record appears to be good.

I will not buy into the scare tactics being used. I have to make an informed decision because these centers are a way of the future. The difference is who you partner with.
