First, the office of the Dickenson County Circuit Court Clerk seeks to serve the people of Dickenson County while also assisting in containing the spread of the Coronavirus. For your protection as well as the members of the staff, the office asks that you please limit in-person visits only to matters that cannot be completed in any other way until April 6. In case you missed it, the Virginia Supreme Court today issued an Order declaring a Judicial Emergency in response to the Covid-19 pandemic which Order was directed to all District and Circuit Courts of the Commonwealth to protect health and safety. Effectively immediately and extending to Monday, April 6th, all non-essential, non-emergency Court proceedings in all Circuit and District Courts are hereby SUSPENDED and all deadlines are hereby tolled and extended for a period of 21 days. The Court will continue all civil, traffic and criminal matters, subject to a Defendant's right to a speedy trial, with the exception of quarantine or isolation matters, arraignments, bail reviews, protective order cases, emergency child custody or protection cases and civil commitment hearings. I refer you to Chief Justice Lemons' March 16th Order for full protocol direction.
The Court went on to say, "Individuals attempting to enter the Court in violation of these protocols may be denied entrance... and may be directed to contact the Clerk's office by telephone or other remote means to inform the Clerk of their business before the Court so as to receive further instruction regarding alternate arrangements for Court access..... The Courts and Clerks' offices shall remain operational and provide essential services while balancing the health and safety needs of Court visitors and personnel".
What does this mean for Circuit Court Clerk's Office? We are effectively "Closed to the Public", except for essential/emergency/critical services.
Until April 6th, if you have essential Court business, you will need to first call our office at 276-926-1616 for access and direction. This includes attorneys and title examiners. This is no joke.
Office staff will be available to answer your call, provide direction, answer and initiate mailings.
Concealed Handgun Permits will be processed by mail only, applications are available on our County’s website. Please include a photocopy of your driver’s license and either copy of prior permit, copy of handgun safety class certificate, DD214 or hunter’s safety class.
The issuance of Marriage Licenses, Passports, Estate Qualifications and other non-essential services are hereby suspended.
