6-YEAR-OLD CHILD ABDUCTED IN DOWNINGTOWN
The DAO and Downingtown Police announce that an Amber Alert has been issued for the abduction of 6-year-old Zoe Moss, who was last seen at East Ward Elementary School, 435 Washington Ave., Downingtown, around 6:00 p.m. on Oct. 25, 2022. Police believe the child may be at risk of harm or injury.
The child was at that location for a court-ordered, non-school-related supervised visit with her 37-year-old biological mother, Vanessa Gutshall. The supervisor of the visit reported to police that the mother fled with the child in a gray 2016 Volkswagen Jetta, license plate number KXR-3699.
DA Deb Ryan said, “It is imperative that we find Zoe Moss immediately because of the potentially dangerous situation she is in with her mother. If anyone has information on her whereabouts or that of Vanessa Gutshall, please contact law enforcement or call 911. Just because her mother is involved does not mean she is in less danger. Zoe needs the eyes and ears of every adult to bring her to safety.”
Downingtown Police Chief Howard Holland said, “Law enforcement has been searching for Zoe Moss relentlessly since she was reported missing, and we will continue looking for her until she is found. But we need the public’s help. Call 911 if you see this little girl, the mother, or the vehicle.”
Investigators learned that Gutshall was last seen between 7:30 and 8:00 p.m. on Oct. 25 at the Rivertowne Restaurant & Bar in Wrightsville, PA, about an hour west of Downingtown near York.
Amber Alerts are issued when a child under 18 is abducted and believed to be in imminent danger of serious bodily injury or death.
An arrest warrant has been issued for Vanessa Gutshall. Downingtown Police are investigating. Call Downingtown Police with any information: 610-269-0263.

On 8/18/2022 around 10:00 P.M. on Franklin Street a subject was seen on a ring camera braking into a vehicle. The subject was able to steal some change and a gun from the vehicle. Please keep an eye out for this subject and make sure your vehicles are locked. While on patrol of the township Officers Duca and Green got to meet Dylan. Dylan stated when he grows up he wants to be a Police Officer. We think Dylan would be an excellent addition to the police force in about 15 years.
On Tuesday Night at the township meeting two new full time Police Officers were sworn in by Judge Gill. Please welcome Officer James Kalavik and officer Bakari Green. Officer Kalavik comes to Valley Township with 18 years of police experience. Officer Green comes to Valley Township as a new Police Officer. If you see these officers out in the township please stop and say hello.

These are some of the calls the Valley Township Police Department handled during the week of 6/05/22 -6/11/22
On 6/05/22 around 12:12 P.M, Officers were dispatched to RT 82 and Manor Road for a report of a single vehicle accident. The driver of the vehicle had lost control of his vehicle and hit a guardrail. No injuries were reported at time of accident.
On 6/05/22 around 7:45 P.M, Officers were dispatched to North Park Ave for dogs running lose. The owner was found and informed to keep his dogs on a leash.
On 6/06/22 around 3:01 P.M, Officers were dispatched to the Rainbow Elementary School for a subject flying a drone during school hours. The subject was advised he is not allowed to fly the drone when school is in session.
On 6/06/22 around 6:11 P.M, a resident contacted the Valley Township Police Department to report his vehicle missing. The caller stated he had not seen his vehicle in a couple of days. A few hours later the caller called back stating he had left his vehicle in the BJs parking lot over the weekend and had forgotten.
On 6/07/22 around 5:36 P.M, a resident contacted the Valley Township Police Department to report an account that was open in his name. The RP stated someone opened an unemployment account in his name and he was receiving unemployment checks. Officers are looking into the matter.
On 6/07/22 around 4:22 P.M, Officers assisted the Westwood Fire Department on a possible gas leak. The employees at the Oasis Market stated they smelled gas in the area. It was determined the gas smell was coming from an air conditioner.
On 6/08/22 around 6:14 A.M, Officers were dispatched to Lockport Lane for an alarm. When Officers arrived, they found the residence to be secured and no signs of forced entry.
On 6/08/22 around 11:03 P.M, Officers were dispatched to Larose Drive for a well-being check. The caller stated she had not seen her brother and was worried about him. The subject was not home but was found at a friend’s house and was safe.
On 6/09/22 around 07:21 A.M, Officers assisted the Coatesville School Police with two teenage subjects sitting in front of the Rainbow Elementary School. The subjects stated they had missed the bus and was waiting for a ride. Officers stayed with the subjects until their ride arrived.
On 6/09/22 around 12:02 P.M, Officers were dispatched to the Valley Township building for a subject that had written the township a bad check. Township employees and the Valley Township Police had tried to contact the subject several times to correct this matter. The subject was ultimately cited for the bad check.
On 6/10/22 around 7:18 P.M, Officers were dispatched to East Kings Hwy for a traffic complaint. It was reported that a tree was blocking one lane of travel. Officers were able to move the tree off the roadway and PENDOT was advised.
On 6/10/22 around 8:43 P.M, Officers were dispatched to the Rainbow Car Wash for a noise complaint. When Officers arrived, they did not observe any noise coming from the area.
On 6/11/22 around 1:50 P.M, Officers were dispatched to Cambridge Way for a report of an injured deer. Officer were able to locate the injured deer. Officer were able to put the deer down and the Game Warden was notified.
On 6/11/22 around 7:08 P.M, Officer were dispatched to Glencrest Road for a report of a single vehicle accident into a pole. When Officers arrived, they found the vehicle to be abandon and no driver in the area. Officers were later able to identify the driver of the vehicle. No injuries were reported.

COATESVILLE MAN CHARGED IN DOUBLE HOMICIDE AND MURDER OF UNBORN CHILD
The DAO and Valley Twp Police announce the arrest of Mamadou Kallie, 23, of Coatesville, for a double homicide and killing of an unborn child on May 29, 2022, in Valley Twp. The defendant is charged with two counts of 1st-degree murder, murder of an unborn child, carjacking, fleeing and eluding, endangering the welfare of a child, and related charges. The defendant is held without bail due to the nature of the charges at Chester County Prison.
DA Deb Ryan, “These senseless and tragic murders of two women and an unborn child should outrage everyone. Domestic violence continues to plague our communities and our homes and its ripple effect has life-altering consequences for too many people. We will do everything in our power to hold Mamadou Kallie accountable for these premeditated, intentional and cold-blooded murders.”
On May 29, 2022, at 9:21 p.m., Coatesville Police responded to a domestic dispute in the 300-block of Mount Pleasant St. After speaking with the victim and defendant, the scene was cleared.
Thirty minutes later, Valley Twp Police responded to an accident and the report of shots fired in 300-block of E. Glencrest Rd. There they found two females with multiple gunshot wounds and a 22-month-old child in the backseat. One female, who was five months pregnant, was pronounced dead at the scene. The second female was taken to Paoli Hospital, where she was pronounced dead. The child was uninjured.
At 10:45 p.m., West Chester Police responded to the report of a carjacking at Rt. 162 and Telegraph Rd. in East Bradford Twp. A victim reported that his car was stolen at gunpoint by the defendant. After a police pursuit, the defendant was stopped in Caln Twp. at 11:04 p.m.
The suspect exited the car holding a gun to himself. Police successfully negotiated a peaceful surrender and the defendant was taken into custody at 11:41 p.m. Police recovered the firearm the defendant was holding which contained a live round in the chamber and a live round in the magazine.
Chester County Detectives and Valley Twp Police are investigating. DDA Erin O’Brien is the assigned prosecutor.

On 3/13/22 around 1:29 P.M., Officers were dispatched to the 1000 Blk of Manor Road for a possible house fire. The Westwood Fire Department arrived and determined there was no fire.
On 3/13/22 around 1:56 P.M., Officers were dispatched to the 200 Blk of Maple Ave for a well-being check. Neighbors were concerned for an elderly female that was home alone. Officers made contact with the female and determined she was alright. The female lives with her son who was at work at the time.
On 3/14/22 around 5:13 P.M., Officers were dispatched to the 100 Blk of Beacon Street for a suspicious condition. The caller reported finding a bullet in their driveway that did not belong to them. Officers took the bullet and are looking into where the bullet might have come from.
On 3/14/22 around 7:31 P.M., Officers were dispatched to the Rainbow Car Wash for a report of loud music. Officers checked the area but no loud music was found.
On 3/15/22 around 7:37 A.M., Officers were dispatched to RT 82 and Butterworth Road for a report of a two-vehicle accident. Vehicle number 1 was traveling north on RT 82. Vehicle number 2 was turning on to RT 82 from Butterworth Road. Vehicle number 1 struck vehicle number 2. No injuries were reported at time of the accident.
On 3/15/22 around 10:29 P.M., Officers were dispatched to Venice Pizza for an alarm. When Officers arrived, all doors and windows were secured.
On 3/16/22 around 5:43 P.M., Officers were dispatched to the 900 Blk of Front Street for a report of dirt bikes driving up and down the roadway. Officers checked the area but were unable to find the dirt bikes.
On 3/16/22 around 7:26 P.M., Officers were dispatched to the 90 Blk of North Park Ave for the report of three juveniles that broke into a shed. The caller stated he witnessed two white males and one white female in his neighbors shed. The caller stated when they noticed him they ran out of the shed and down the street. Officers checked the area but were unable to find the juveniles.
On 3/17/22 around 11:45 A.M., a resident came into the Valley Township Police Department to report his cell phone missing. The resident stated he lost his phone in the 700 Blk of Main Street. The area was checked for the phone but the phone was not found.
On 3/17/22 around 10:57 P.M., Officers assisted the Pennsylvania State Police with a report of an erratic driver. Officers arrived and spoke with the reporting party. Officers checked the area for the reported erratic driver but were unable to locate the vehicle.
On 3/18/22 around 2:00 A.M., Officers assisted the West Brandywine Police Department with a house fire. Officers assisted with keeping the family and other homeowners away and safe from the fire.
On 3/18/22 around 8:49 P.M., Officers were dispatched to Scott Ave for a domestic between a father and son. After speaking with both individuals, it was determined that they both will stay in their rooms for the night.
On 3/19/22 around 10:52 A.M., Officers were dispatched to the 500 Blk of Tifton Lane for a report of a large animal stuck behind the caller’s dryer. Officers arrived and could not find the animal. The Game Warden was contacted and advised. The Game Warden stated he would respond to the home.
On 3/19/22 around 2:22 P.M., Officers were dispatched to the area of Pinckney Drive for a report of shots heard. Officers checked the area but were unable to locate the location of the shots.

On 2/27/22 around 7:48 A.M., Officers were dispatched to the area of Spruce Street for shots heard. Officers checked the area but were unable to find the source of the shots.
On 2/27/2022 around 6:42 P.M., Officers assisted the Westwood Fire Department with a small brush fire in the 900 Blk of Wagontown Road. The fire was able to be put out and no damage to property was reported.
On 2/28/22 around 12:06 A.M., Officer were dispatched to the Burger King for an active alarm. When Officers arrived, nothing was out of place and all doors were locked.
On 2/28/22 around 8:41 P.M., Officers were dispatched to the Burger King for a suspicious condition. It was report that an unknown subject was pointing a blue laser into the store. The subject had left the area before officers arrived.
On 3/1/22 around 08:12 P.M., Officers assisted the East Fallowfield Police Department and EMS with a medical emergency. The patient was suffering from a drug overdoes. The patient was given Narcan and after a short time became responsive. EMS continued to assist the patient. Officers then cleared the scene.
On 3/1/22 around 9:56 P.M, Officers assisted the West Brandywine Police Department in trying to locate a subject that had fled from police. The subject was not found.
On 3/2/22 around 3:00 P.M., a resident called to report a scam she was involved in. The scammer stated he was with Citadel and needed access to the caller’s accounts. The caller gave the scammer her account information and was scammed out of thousands of dollars.
On 3/2/22 around 3:59 P.M., Officers were dispatched to Airport Road for a report of a two-vehicle accident. A vehicle had backed up into a parked vehicle. No injures were reported at the time of the accident.
On 3/4/22 around 7:45 A.M., a resident called to report a subject trying to break into her vehicle on Linda Lane. A white male is seen on her surveillance cameras trying to open the caller’s car doors. If anyone had their vehicle broken into please call the Valley Township Police.
On 3/4/22 around 12:22 P.M., Officers were dispatched to the area of Airport Road and the 30 BYPS for a two-vehicle accident. A vehicle was attempting to turn onto Airport Road from the 30 BYPS and struck a vehicle heading north on Airport Road. No injuries were report at the time of the accident.
On 3/5/22 around 6:38 P.M., Officers were dispatched to 100 Blk of Mineral Springs Road for a report of an injured deer. Officers contacted the Game Commission to inform them of the injured deer.
The Valley Township Police Department is now accepting applications for full-time and part-time police officers. The department has been approved to hire two full-time and several part-time police officers in 2022. Valley Township Police Department welcomes its newest full-time Officer, Dave Pomroy. Officer Pomroy was sworn in last night at the township meeting by Judge Gill. Officer Pomroy has been part-time with the department for 1 year. Prior to becoming full time, Officer Pomroy was employed with the Chester County Sheriffs Office.
The Valley Township Police had fun at the Christmas tree lighting last night.
We just received word from the North Pole that “the big guy” will be riding around Valley & East Fallowfield Townships on December 11th! Keep an eye out for Santa on the blue fire truck December 11th.

It is with a very heavy heart that the Westtown-East Goshen Regional Police Department must announce that last night WEGO Police Officer Josh Micun passed away from a COVID- related illness.
