E-bikes and E-scooters in Oregon: Know the classes, know the law.🚲

Below you will find the three classes of electric bicycles (and e-scooters) as defined in the Oregon revised statutes, along with some new updates regarding age restrictions of riders, effective January 2027.

E-bikes are considered bicycles and follow the same rules as any other drivers on the road. If your bike is able to exceed 20mph with a throttle or 28mph with pedal assist only, then it is not an e-bike, it is an e-moto, which are prohibited on paths, bike lanes, sidewalks or streets.

As we gear up for fireworks, BBQs, and 4th of July celebrations, remember that drinking and driving remains one of the leading causes of serious crashes in our state. In 2024, there were 579 people killed in traffic crashes during the Fourth of July holiday period in the US. This Independence Day, keep the red, white, and blue in the sky — not flashing in your rearview mirror.

If you have to ask yourself if you’re safe to drive, the chances are low that you actually are. If you feel buzzed, you don’t belong behind the wheel of a vehicle. For some people, even one drink is too many to safely drive. Plan a sober ride, designate a driver, or use rideshare. A safe choice protects you, the community, and everyone sharing the roads.

Fireworks in Coburg PSA

The Coburg Fire District and Coburg Police Department actively monitor firework activity and do have regulatory enforcement "tools" to use should dangerous use of fireworks occur. The City and Fire District encourage close adult supervision when fireworks are used, as well as ready availability of a hose or other water source if problems occur. Recent Oregon HB 4007 updates transportation laws, defines powered micromobility devices, adjusts age and helmet requirements for e-bikes and scooters, and more.

🚲Think your e-bike is legal? You might want to double check. 🛴

Not every electric two wheeled vehicle is considered an e-bike under Oregon law. Some devices sold as "e-bikes" are actually e-motos, and the rules are very different.

E-bikes are okay to use, while e-motos are motorcycles that can only be used on private property and OHV trails. That means no riding e-motos on the paths, bike lanes, sidewalks or streets.

- If your e-bike goes faster than 20mph with a throttle, then it's an e-moto, NOT an e-bike.
- E-motos are often sold as e-bikes and may have functional pedals, making it tricky to tell them apart. But if you can ride faster than 20mph without pedaling (by using a throttle), then it's illegal to ride in town.
- E-bikes are considered bicycles and only go 20mph with a throttle, or a maximum of 28mph with pedal assist.

Regardless of what you ride, the speed limit on a bike is 20mph when you are alone and 12mph when others are present. Let's all go an appropriate speed and keep each other safe!
