Shoshone Municipal Pipeline operates and maintains its water treatment plant and transmission pipelines to produce a reliable and cost effective water supply of higher quality than is required by EPA Standards. SMP strives to provide the public with a plentiful supply of the highest quality drinking water. Shoshone Municipal Pipeline's water comes from the Buffalo Bill Reservoir, which is supplied

by the North and South Forks of the Shoshone River. The water treatment plant can produce up to 16.5 million gallons of water per day (MGD) meeting increased production demands for a growing population.

CHEYENNE, WYOMING – Wyoming Governor Mark Gordon has proclaimed the week of February 9-15, 2026, as Wyoming Professional Water and Wastewater Operator Appreciation Week. The Wyoming Department of Environmental Quality (WDEQ) is joining the Governor in recognizing the essential role these professionals play in safeguarding public health and protecting the environment across the state.

“Healthy streams, lakes, and communities rely on the great work of Wyoming’s professional water and wastewater operators. Water treatment, water distribution, wastewater collection, and wastewater treatment operators ensure that our drinking water remains safe and pure while maintaining the infrastructure necessary for clean water and wastewater services,” notes Todd Parfitt, WDEQ Director. “Additionally, they protect Wyoming's lakes and rivers by removing harmful pollutants from wastewater. These professionals are critical to the daily functioning of Wyoming’s communities, and it is important that we recognize them.”

Jennifer Zygmunt, the WDEQ Administrator of the Water Quality Division, states that the work these professionals do often goes unnoticed, but their contributions are critical.

Zygmunt commented, "The daily work of our operators, who deliver safe drinking water to our faucets and ensure our wastewater is safely treated, impacts everyone. Their jobs demand specialized skills and constant vigilance to manage complex systems and maintain regulatory compliance. Therefore, we are proud to join Governor Gordon in acknowledging their dedication to safeguarding the health of Wyoming citizens and the integrity of our natural resources."

The week was chosen to coincide with the anniversary of Wyoming’s first operator certification rule, which was signed on February 5, 1975. On February 5, 2026, Governor Gordon officially signed a proclamation to honor these professionals.

“There’s a lot more to this profession than most people realize,” says Kim Parker, who is the Operator Certification Program Coordinator for WDEQ and organizes the weeklong recognition each year. “Certified operators need to master a broad range of skills, including facility operations, regulatory compliance, asset management, cybersecurity awareness, and communication with local officials and customers. They also safeguard the water and wastewater infrastructure in which their communities have invested. They are crucial for maintaining Wyoming’s quality of life, and we can’t thank them enough for what they do.”

On average, Wyoming has approximately 1,100 certified water and wastewater operators working at 585 facilities across the state. These professionals play a vital role in the effective operation and maintenance of systems that serve both urban and rural communities. Governor Gordon’s proclamation recognizes their expertise and dedication in keeping Wyoming’s water safe and its communities thriving.

The Shoshone Municipal Water Joint Powers Board (dba Shoshone Municipal Pipeline) will accept sealed bids until 2:00 p.m. on Wednesday, February 4, 2026 for one (1) new and unused 2026 or newer, half-ton, four wheel drive, four door, full size crew cab, short box pickup truck, as indicated in the specifications available at their office at 50 Agua Via, (P.O. Box 488), Cody, Wyoming 82414. Please contact the SMP office at 307-527-6492 for bidding documents. All materials shall be new and unused. Delivery date shall be stated in the bid and may be considered in award of the bid. Bids shall be F.O.B. Cody, Wyoming.

Sealed Bids are to be submitted to the Manager of the Shoshone Municipal Water Joint Powers Board, 50 Agua Via, (P. O. Box 488), Cody, Wyoming 82414, and shall be marked "SMP Truck Bid" on the outside of the envelope. The bids will be publicly opened and read on the above hour and date. Award is expected to be made on February 9, 2026. Bids received after the time and date above will be rejected.

Preference is hereby given to materials, supplies, equipment, machinery, and provisions produced, manufactured, supplied, or grown in Wyoming, quality being equal to articles offered by the competitors outside the State. § No. 16–6–106.

Notice is hereby given that SHOSHONE MUNICIPAL WATER JOINT POWERS BOARD will receive sealed bids until 2:00 P.M., local time, February 5, 2026, at Shoshone Municipal Pipeline, 50 Agua Via, Cody, Wyoming for materials, labor, services, transportation, and complete construction of SMP FLOCCULATION LINE.

Submit sealed written bids to 50 Agua Via, P.O. Box 488, Cody, Wyoming 82414, marked “SMP FLOCUCULATION LINE” on the outside of the envelope. SHOSHONE MUNICIPAL PIPELINE will take no responsibility for delivery of bids through mail. All bids will be publicly opened and read aloud – date and time stated above, award is expected to be made on February 9, 2026.

Owner anticipates that the Project’s total bid price will range from $150,000 to $200,000. Shoshone Municipal Pipeline reserves the right to reject any and/or all bids and to waive any informalities and irregularities if deemed in the best interest of the Owner. No bid may be considered unless accompanied by the required bid guarantee of 5% of the total bid amount, which amount shall be forfeited if the bidder is awarded the Contract and fails to enter into a Contract with the Owner.

Successful bidder will be required to provide payment and performance bonds in an amount of at least 100% of awarded contract price.

A Mandatory Pre-bid Meeting will be held at 10:00 A.M., local time, on January 29, 2026, at SMP Physical Plant building, 50 Agua Via Cody, Wyoming. Bidders are required to attend and participate in the conference. To qualify as attending, Bidders must arrive and sign in within 10 minutes of the start of Pre-bid Conference. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.

Shoshone Municipal Pipeline is looking for a motivated and reliable individual to join our team as a Water Treatment Plant Operator in Cody, Wyoming. This is a great opportunity for a long and rewarding career in the professional water treatment industry with room for growth. PREFERENCE WILL BE GIVEN TO LICENSED WATER OPERATORS, BUT ENTRY-LEVEL APPLICANTS ARE WELCOME TO APPLY.

In this role, you will be keeping our facilities running smoothly by performing various plant tasks while learning the ins and outs of operating our 16.5 MGD conventional surface water treatment plant and 70 plus miles of supply and transmission water pipelines. Working alongside our experienced operators, you’ll receive hands-on training to become a skilled Water Treatment Operator. With our support, you will be required to obtain the necessary certifications within a set timeframe (see details below).

We offer a competitive starting wage (DOE – see below) and a comprehensive benefits package including paid vacation, sick leave, holidays, medical insurance (including dental and vision), and a fully funded State of Wyoming Retirement plan.
