To the individual or individuals who think actions like this on South Washington St by Avenue J is a good idea. The city streets cost approximately $140,000 to be resealed and fixed after an incident like this. If you are caught damaging city streets you can be charged with Criminal Damage To Property which is a class B misdemeanor, if the amount of damage exceeds $1,000 you can be charged with a level 9 felony.

This is extremely dangerous and is Criminal Behavior.
