Capital Wireless Information Net (CapWIN) The CapWIN program is staffed by the University of Maryland Department of Civil and Environmental Engineering’s Center for Advanced Transportation Technology.

The Capital Wireless Information Net (CapWIN) is a partnership between the State of Maryland, the Commonwealth of Virginia, and the District of Columbia to develop an interoperable first responder data communication and information sharing network. The Capital Wireless Information Net (CapWIN) is a regional coalition of public safety and transportation agencies across Maryland, Virginia, the D

istrict of Columbia, and the Federal Government whose mission is to enable and promote interoperable data communications, operational data access, and incident coordination and situational awareness across jurisdictions and disciplines. It operates under the guidance of a Board of Directors made up of representatives from local, state, and Federal first responder agencies across Maryland, Virginia and the District of Columbia. This multi-disciplinary, multi-jurisdictional effort focuses on first responders in the field and the unique requirements of wireless users. Today, CapWIN has over 8000 registered users from more than 120 public safety, transportation, and emergency services agencies drawn from all levels of government--including regional authorities--operating in the three state jurisdictions.

Description This ½ day session will focus on the use of the Incident Command System during the immediate response to and long term investigative aftermath of the attack on the Pentagon on 09/11/2001. Coordination issues that arose, how problems and mission conflicts were resolved, and lessons learned will be discussed. The use of ICS by Fire/EMS commanders during the initial response to the disaster, and the issue of coordination with Law Enforcement regarding possible evidence preservation during fire/rescue operations will be outlined. A discussion of the continued use of ICS, the transition to Law Enforcement (FBI) control of the site, and long term interagency recovery and investigative coordination will then follow. This briefing will be presented by Special Agent Christopher Combs, the Assistant Special Agent In Charge (Counter Terrorism & Special Operations) of the FBI Washington Field Office. SA Combs was the on-scene FBI commander for the duration of the Pentagon 09/11 operation.

Who Should Attend: State and local law enforcement, Fire/EMS, HAZMAT and Emergency Management command or supervisory personnel who will be responsible for implementation of ICS operations in a mass casualty, and/or potentially criminal situation.
