Congratulations to the Collingswood Junior Police Academy — Class #5!

From August 10–14, our cadets experienced an incredible week of learning, teamwork, leadership, and hands on activities. The week included physical fitness and drill, CPR and first aid, police and fire operations, the NJ State Police Mounted and Aviation Units, the Camden County Sheriff’s Dept Bomb Squad, the Voorhees PD K-9 team, the Gloucester Township PD Tactical Team, the Camden County OEM Drone Unit, the U.S. Secret Service, the U.S. Marshals, the Camden County Prosecutor’s Office technology and fi****ms simulators, fingerprinting, arrest and handcuffing, team building, and much more.

Most importantly, JPA is about relationships. Community policing starts with building trust and creating positive connections with our young people. Giving them an opportunity to interact with our officers and public safety partners helps them understand the people behind the badge and strengthens the relationship between our department and the community we serve.

CPD Investigation Leads to Arrest at Parkview Towers

The Collingswood Police Department, in collaboration with the Camden County Prosecutor’s Office, has arrested 59-year-old Neil Nguyen following an investigation into a shooting incident at the Parkview Towers apartment complex.

On August 12, 2026, the Collingswood Police Department and Camden County Prosecutor's Office responded to the apartment complex after receiving reports that one of the buildings had been struck by gunfire. While investigating, a Collingswood police officer observed a firearm through a first floor window, as well as Nguyen inside the apartment.

Due to a potential threat to the public and responding officers, the Zone 5 Critical Incident Team was activated, alongside crisis negotiators and mental health personnel. After brief negotiations, Nguyen surrendered peacefully and was taken into custody. During the investigation, officers were able to recover the firearm observed in the apartment, which turned out to be an air rifle.

Nguyen was charged with Possession of a Weapon for an Unlawful Purpose (3rd degree), Unlawful Possession of a Weapon (4th degree), Criminal Mischief (4th degree), and Obstructing the Administration of Law (4th degree). He was later released pending a future court date.

This investigation is active and ongoing, and anyone with information is asked to contact Detective Collins at 856-854-1901, ext. 262

All individuals charged with crimes are presumed innocent until proven guilty beyond a reasonable doubt.

As part of today’s Junior Police Academy activities, the New Jersey State Police Aviation Unit will be landing a helicopter in Knight Park.

There is no emergency or incident in town. The helicopter visit is simply an opportunity for our JPA recruits to see firsthand how the New Jersey State Police Aviation Unit supports local law enforcement and our community.

We appreciate everyone’s cooperation and understanding as our recruits get a unique look at another important public safety resource.

As part of today’s Junior Police Academy activities, our recruits will have the opportunity to visit with members of the Camden County Office of Emergency Management Drone Team and Command Center.

The team will be set up in Knight Park and will be demonstrating how these resources assist law enforcement and emergency responders throughout our community.

Residents may notice an increased presence of emergency response equipment and personnel in the park. There is no emergency or incident taking place … this is simply an educational opportunity for our junior recruits to learn from our valued partners.

Update - Parkview Towers

The law enforcement response at the Parkview Towers has been resolved without incident.

Officers are now clearing the scene and leaving the area. We appreciate the cooperation and patience of Parkview residents and the surrounding community while officers worked to safely resolve the situation.

This is an active scene, and we ask residents and members of the public to stay away from the area and avoid interfering with emergency operations. This will allow law enforcement officers to quickly and safely resolve the situation.

As part of today’s Junior Police Academy, we are excited to host several of our law enforcement and public safety partners:

- Camden County Sheriff’s Department Bomb Squad
- Gloucester Township Special Response Team
- Camden County Office of Emergency Management Drone Unit

These teams will be providing our Junior Police Academy recruits with an inside look at the specialized resources and capabilities used to support law enforcement and keep our communities safe.

Residents should expect an increased police presence in and around Knight Park today between approximately 1-4p.

The Collingswood Police Department is excited to welcome this summer’s Junior Police Academy recruits! Our recruits are spending the week learning about law enforcement, public safety, teamwork, leadership, and the many different roles that make up the law enforcement profession.

If you see an increased law enforcement presence in Knight Park today, don’t be alarmed! We are excited to welcome the New Jersey State Police Mounted Unit, who will be visiting our recruits to demonstrate their capabilities and explain how the Mounted Unit supports law enforcement agencies and communities throughout New Jersey.

The Collingswood Police Department wants to extend our deepest condolences to the Evesham Police Department on the loss of Detective Halpern. Prayers to his family friends and department.

We are heartbroken to share the passing of Detective Jared Halpern.

Jared passed away last night, surrounded by the love of his family, after courageously facing his second battle with an extremely rare germ cell cancer.

While so many came to know Jared for his incredible strength, resilience, and determination throughout his fight, those who had the privilege of serving alongside him knew that his greatest legacy extends far beyond his illness. Jared was an exceptional police officer who served the Evesham Township community with honor, integrity, and compassion. He was a trusted mentor, a loyal friend, and the kind of person who always put others before himself. His professionalism, unwavering commitment, and sense of humor left a lasting impact on everyone who knew him.

Above all else, Jared was a devoted husband and father. He leaves behind his beloved wife, Jillian, and their two young children, who were the center of his world.

Our department, and our entire community are grieving an unimaginable loss. We ask that you please keep Jillian, their children, the Halpern family, Jared’s friends, and our entire Evesham Township Police family in your thoughts and prayers as we navigate the difficult days ahead and learn how to move forward without one of our own.

Jared’s courage, kindness, and selfless service will never be forgotten. His legacy will live on in the lives he touched, the officers he mentored, the community he protected, and the family he loved so deeply.

Rest easy, Detective Halpern. We have the watch from here.
