Mid-Missouri Solid Waste Management District Our mission to to reduce waste in mid-Missouri with funding, awareness, and coordination.

We accomplish this mission through grant calls, sponsorships, waste audits, collection events, communication, networking, and research.

We aren’t done talking about this yet!

Region M’s funding is not generated from a tax, but from a “tipping fee” based on the amount of waste going into landfills like the one we have in Lamar. This fee is considered public funds. So why should our public funds be used to go ‘fix’ an abandoned landfill across the state that the county sold and that owner resold and finally determined nobody wants to deal with it. This is OUR funding to use for grants for our recycling centers, recycling companies, and other programs here in southwest MO.

We understand helping our neighbors, but this isn’t what the tipping fee / public funds are intended for. For 30 years, the funding generated here has been overseen here and governed by a board of directors that consists of county commissioners, city administrators, and other elected and appointed officials.

We’re not giving up. Region M will continue to oppose HB2761. We have partnered with our communities for decades and intend to continue to do so!

📣Call to Action 📣

🏛️ LEGISLATION: HB 2761 and SB 1586 would eliminate MMSWMD, along with the other 19 districts in the state. It would take away control of the funding from our local area, and redirect it into one “big pot” at the state level to use for landfill remediation and DNR operations. No money would be guaranteed for waste reduction projects.

♻️ OUR IMPACT: In FY25, we awarded $467,945 in grants to LOCAL projects. We gave $47,929 to municipalities to fund HHW drop-offs. We organized and subsidized electronic waste and tire collections open to every resident in the district. Our funded education programs reached over 500 students throughout the region.

❌ CONSEQUENCES: Without our grant funding, access to recycling, composting, and challenging waste disposal in mid-MO would be cut. The bills also increase tipping fee for haulers into landfills and transfer stations - which would certainly be passed on to the consumer.

It will cost more to throw things away and there will be less options to avoid throwing things away.
