The Employee of the Quarter for third quarter of 2025 is Nicole Thall, Legal Assistant II in the Prosecuting Attorney’s Office.

We are delighted to recognize Nicole Thall for her outstanding contributions and unwavering commitment to Boone County.

With 30 years of dedicated service, Nicole has demonstrated exceptional professionalism and care for both her work and our community. Her efforts have been instrumental in the growth and success of the Child Support Court program, helping it expand to serve hundreds of participants over the years. Through her leadership and dedication, the program has collected hundreds of thousands of dollars in child support payments, making a lasting, positive difference for countless families across Boone County.

Over the past two months, while the office has been short-staffed, Nicole has gone above and beyond to ensure the department continues to run smoothly. She has returned calls, met with clients, prepared and filed documents, attended court, and taken on numerous additional responsibilities—always with a positive attitude and without hesitation. Her initiative, reliability, and commitment have been vital to maintaining continuity and ensuring every task is completed with care.

Nicole’s three decades of service exemplify her deep dedication to the Boone County Prosecuting Attorney’s Office and the citizens we serve. Her impact extends far beyond her job description—she consistently strives to ensure families receive the support they need and deserve.

With collaboration and care, Rhonda has helped guide efforts to refine workflows, formalize standard operating procedures, and support a more organized and responsive office structure. These improvements reflect the team’s shared commitment to excellence and Rhonda’s thoughtful leadership.

Nia Neville in the County Clerk's Office.

Nia is a vital part of the Boone County election team. She is an outstanding trainer, leading election judge trainings with warmth, clarity, and professionalism, consistently earning glowing feedback for both her content and facilitation. Her cheerful demeanor, engaging personality, and deep knowledge make even the most complex processes feel manageable and approachable.

Her commitment to voters and colleagues alike is unwavering. Nia is always customer-focused—whether she’s de-escalating tense situations at the polls or supporting team members behind the scenes. During the April election, she facilitated over 25 training sessions, supported absentee and early voting efforts, and played a key role in community outreach—all while taking on new tasks and developing resources to ensure a smooth and successful election.

Nia brings energy, dedication, and a growth mindset to everything she does. She’s not afraid of hard work and consistently looks for ways to improve systems for the benefit of others. Even during long, demanding days, she shows up with a smile, ready to help and uplift those around her. She is a true asset to the Clerk’s Office and a shining example of leadership, service, and heart.

The Employee of the Quarter for the fourth quarter of 2024 is

Anthony Aubuchon in the Facilities Management Department.

We are delighted to recognize Anthony Aubuchon for his outstanding commitment and exemplary service to Boone County. As a Custodian in our Facilities Maintenance department, Anthony interacts with co-workers and the public on a regular basis.

Anthony is always warm, cheerful, kind, and caring. Anthony is gracious to everyone he meets, greeting them professionally and respectfully. He always says something uplifting to brighten their day.

Anthony is always very attentive to detail and has made a noticeable difference in the cleanliness of our offices. His commitment to excellence is evident in the quality of his projects and his proactive approach. Whether it's steaming the tiles, taking out the trash, or assisting colleagues, Anthony's contributions make a significant impact on the office space and community environment. He genuinely cares about providing a clean environment for his colleagues and the public, and it shows.

He enters each office quietly, making sure not to disrupt the flow of his colleagues' work. He has an excellent sense of the office's mood each day and tailors his interactions accordingly—whether it's a simple 'hello' kind of morning or a more engaging 'how are you doing?' kind of morning.

During the holidays, Anthony decorated his cleaning cart with festive lights, played music when it was appropriate, and wore fun hats, all to spread some holiday cheer during a typically challenging time of year. His positive attitude towards his work is truly inspiring; he's always optimistic, encouraging, and takes great pride in what he does, which is clearly evident.

The Employee of the Quarter for the third quarter of 2024 is
AJ Rugen in the Information Technology Department.

We are delighted to recognize AJ Rugen for his outstanding commitment and exemplary service to Boone County. As a Programmer Analyst in our IT department, AJ's work to create internal applications and processes has been transformative for the Boone County Senior Real Estate Tax Relief Program. His ability to blend technical expertise with a user-centric approach made the application not only functional but also intuitive for the Collector's office. This ensured that even those without a technical background could navigate the system with ease.

Throughout the project, AJ exhibited exceptional collaboration skills, making him a joy to work with. His patience and responsiveness fostered a productive working environment, where questions were welcomed and addressed promptly. The fact that he consistently delivered solutions quickly—often having features ready for testing by midday—demonstrates his commitment to the project's success and to alleviating pressure on the Collector's office during an extremely busy time. AJ's work on the application was particularly impressive given the unique challenges presented by this new program. He successfully digitized and streamlined the processing of over 8,000 paper applications, linking them seamlessly to the Assessor's files for immediate access to essential information. His foresight in creating a flexible and adaptable system allowed the team to continuously refine the application to meet evolving needs.

The impact of AJ's efforts is clear: without his collaboration and skills to create a dynamic application, the Collector's office would have struggled significantly to implement the program efficiently. His innovative solutions not only improved workflow but also ensured that applicants could quickly receive the benefits they were entitled to.
